When a mobile station (terminal station) M on a vehicle enters a communication area of an on-road station (base station) K and received data from a proceeding vehicle by inter-vehicle communication include error control information denoting communication quality with the on-road station K through a road-vehicle communication, the mobile station M selects an error control level depending on the contents and transfers the error control information to the on-road station K (S110-S160). Then the station M uses an error correction code specified by the selected error control level to conduct the road-vehicle communication with the on-road station K (S170, S180), generates error control information representing the communication quality at that time when the communication is finished and transmits the information to a succeeding vehicle by the inter-vehicle communication (S190-S210). That is, the road-vehicle communication can be started at an error control level suitable for a state of a transmission channel at that time on the basis of the error control information from the preceding vehicle.
