Between MTC (Machine Type Communication) devices 100A and 100B of a group A which transmits data to a base station device 200 by using a predetermined application data format, a first radio resource common to the group A is allocated, respectively. The MTC devices 100A and 100B transmit access request signals to the base station device 200 by using the first radio resource. The base station device 200 receives the request signals from the MTC devices 100A and 100B. The base station device 200 allocates a second radio resource common to the group A to the MTC devices 100A and 100B. The MTC devices 100A and 100B transmit data to the base station device by using the second radio resource.
