To provide a radio multicast transmission system capable of reproducing data with quality in response to a state of a propagation path while suppressing an increase in the available bandwidth.
In a radio multicast transmitter 1 associated with the radio multicast transmission system, an encoder 10 encodes received moving picture data 100 in a way that encoded moving picture data include data blocks with necessity minimum for the reproduction and data blocks for enhancing the quality at the reproduction through the coupling to the necessity minimum data blocks. A data division section 11 divides the encoded moving picture data into data blocks. A transmission control section 13 selects a transmission system to each of data block divisions so that a transmission system with a greater available band or with high reliability can be applied to the necessity minimum data blocks. A transmission section 15 multicast-transmits the data blocks according to the selected transmission systems.
