To provide a system for eliminating the partial overlap of packets and controlling the transmission of a moving station by means of a base station and a radio packet transmission system for compensating an attribute which the moving station has and securing the justice of communication in a system for adopting a reservation access system having a slot structure for up packet transmission to the base station from the moving station.

The base station 20 estimates the number of arriving packets at a next slot from reservation bestowing information. A transmission control information generation part 24 generates transmission control information for the respective slots and transmits them to the moving station. The moving station 10 controls that transmission or the packets by transmission control information received by the base station 20. The base station 20 informs the moving station 10 of plural transmission control information, discriminated by the difference of an attribute and a position, which the moving station has. The moving station 10 selects transmission control information suitable of itself from among them and controls the transmission of the packets.
