A smart card 212 for electronic money which enables input in electronic money terminal mode is initialized and a submode for the electronic money terminal mode is selected. The receiver is connected to the host computer of a bank where electronic money is opened by using a modem 224. Then the selected submode, the individual identification number stored in the electronic money, and the secret number which is inputted from outside are sent to the host computer of the bank, and a control part 206 compares the inputted secret number with a secret number stored in the host computer; when they match each other, the selected submode is made available.
