CONSTITUTION: The outside diameter of an inner edge 6 and that of the peripheral top half 20a of a bearing boss 20 are made in the same diameter and at the same level, and also both ends of the inner edge 6 and both bearing bosses 20 and 20 are arranged closely, whereby the inner edge 6 and the peripheral upper half 20a of the bearing boss 20 are integrally formed falsely continuously into a semicircular shape. Moreover, an outer edge 4 and an inner edge supporting frame 15 for supporting the inner edge 6 are supported freely in up and down motion to the body case 1, and the outer edge 4 is received by the inner edge 6 and the bearing boss 20 united falsely. Furthermore, right and left ends 4a and 4b of the outer edge 4 corresponding to the bearing boss 20 are not provided with hair introduction holes.
