The rectangular sandbag guide frame 10 is formed of a tabular rib 11 so as to align each of the sandbags by being put on the bottom of each of the sandbags 40. Pins 23a and 23b of a fixing piece 20 are inserted into small holes, provided in the tabular rib 11, from the outside of the sandbag 40, respectively; and subsequently, claws 33a and 33b of a connecting piece 30 are inserted through a rectangular hole 22 of the fixing piece 20 and a connecting hole 13 of the tabular rib 11, so that the plurality of sandbag guide frames 10 can be connected together in a lattice shape. After that, each of the connected sandbags 40 is filled with a material. The above construction method drastically shortens a time for laying the sandbags 40, and brings about great economic effects.
