The scrubbing tool 1 includes: the bristle tuft-implanted substrate piece 2 provided with a receiving recess 11; a brush member 5 formed from a plurality of bristle tufts 6 implanted at least partially in the surface of the bristle tuft-implanted substrate piece 2; a mounting member 3 inserted into the receiving recess 11 of the bristle tuft-implanted substrate piece; and the soft member 4 connected to the mounting member 3. The mounting member 3 connected with the soft member 4 is fixedly inserted into the receiving recess 11 of the bristle tuft implanted substrate piece 2, and the soft member 4 is mounted to the bristle tuft-implanted substrate piece 2.
