To provide a seatbelt webbing which reduces a load to be applied to an occupant by extending the width when pulling force is applied thereto, and a seatbelt.
Weft 11 of a seatbelt webbing 1 is composite yarn 11a formed of first yarn and second yarn. The first yarn is smaller in breaking strength than the second yarn, and functions as restraining yarn that prevents expansion of the width of a belt. Warp 12 is flat section yarn 12a which is weaved so that a shorter diameter Ts is arranged along a width direction Dw. When pulling force is applied, the first yarn is broken and the second yarn is expanded in the width direction Dw, and a longer diameter TL of the flat section yarn 12a is laid sideways along the width direction Dw, to expand the width of the belt.
