PURPOSE: To rotate a movable member and a valve element following effluence of fluid and eliminate partial contact with a valve seat by holding the movable member making a reciprocate motion against a fixed member freely rotatable and arranging an fluid orifice on the position where torque is given to the movable member.

CONSTITUTION: When a solenoid body 2 is switched on, a planger 4 separates from a center post resisting a spring 16. The tip 51 of a rod 5 fixed on the planger 4 then separates from a valve seat 6 and opens a passage 7. As a result, fluid flows from a hole 15A on a bearing 15 to the passage 7 through a large hole 41 on the plunger 4, respective effluent holes 45, 45', respective slits 44, 44' and a hole 14A on a bearing 14. At this time, respective effluent holes 45, 45' are offset to the right and left against the center O of the plunger 4. Thus the rod 5 is rotated by giving plunger 4 torque utilizing the reaction of the effluent fluid and eliminate partial contact of the tip 51 of the rod 5 with a contacting surface 61 of the valve seat 6.
