To realize stable feeding of a stencil base paper at plate-making and plate-discharging, the synchronization of the scrapping work of used stencil base paper with the supplementation work of virgin stencil base paper and the optimization of the contents of the scrapping work of the used stencil base paper.

A base paper cartridge 35 housing a virgin base paper roll 36 and a used base paper roll 37 is detachably housed within a plate cylinder 21 so as to wind a stencil base paper M comprising the virgin base paper roll 36 and the used base paper roll 37 connected with each other around the outer peripheral surface of the plate cylinder 21. The stencil base paper M wound around the plate cylinder 21 is transferred from the virgin base paper roll 36 to the used base paper roll 37 and, at the same time and in accompany with this transfer, the desired perforated image is formed in the stencil base paper M. Thus, the plate-making and the plate-discharging are executed simultaneously and the timings of the supplementation and the scrapping of the stencil base paper M synchronize with each other. The used stencil base paper M is housed in the base paper cartridge 35 removed from the plate cylinder 21 and exchanged together with the base paper cartridge 35.
