To provide a system for controlling a robot and a method for controlling the robot that can increase the interest of a user.SOLUTION: A robot control system 10 is for controlling a robot 100 which provides an optional operation to a user 1, and includes: a user terminal 20 for detecting an action of a user as user action data; and a server 30.
