CONSTITUTION: A winding unit 11 is provided with a tension device 15 controlled by a unit controller 21, and a control device 25 for setting a winding condition to the unit controller 21 is stored with tension, regulated by the tension device 25, in such a way that the tension becomes strong at the winding start time of a package P.
