A torsion bar 10 is inserted in a conductor 12. At that time, a clearance between an outer diameter of an end portion 10A of the torsion bar 10 and an end portion 12A of the conductor 12 takes the minimum value that is easy to be practically inserted. Next, an end portion 14A of an output shaft 14 is fitted with the end portion 12A of the conductor 12. At that time, a press-in tightening margin of the outer diameter of the end portion 12A of the conductor 12 and the end portion 14A of the output shaft 14 is made to be 3% to 15% of the outer diameter in the end portion 12A of the conductor 12. Consequently, the end portion 14A of the output shaft 14 is pressed in and fitted with the end portion 12A of the conductor 12, and simultaneously the end portion 12A of the conductor 12 is decreased in diameter and fitted with the end portion 10A of the torsion bar 10. Therefore, the torsion bar 10, the conductor 12, and the output shaft 14 can be fitted with each other at a time.
