To provide a technique by which occurrence of strain in the wall part made of steel is easily suppressed when performing build-up welding by taking the wall part made of steel a part of which is composed of piping where a cooling medium passes through as an object.
This tool 19 for suppressing strain is used for suppressing the occurrence of strain in the wall part made of steel when performing the build-up welding of a part or the whole surface of the wall surface of one side of the wall part made of steel. The tool 19 is composed of: the body 20 of a reinforcing member which is opposed to the other wall surface in the wall part made of steel and extended in the arranging direction of cooling piping; and a plurality of rib members 21 which are extended from the body 20 of the reinforcing member to the wall part made of steel and the top part in the extending direction is temporarily fixed to the other wall surface of the wall part made of steel.
