In the transformer, a primary winding 2 and a secondary winding 3 are sequentially arranged concentrically at an outer peripheral side of an iron core 1, tap coils 4a, 4b obtained by making continuous conductors to be the desired number of turns are provided between 2 and 3 and at an outer peripheral side, taps A, B, C, D are respectively provided at a winding start and a winding end of 4a, 4b, and at intermediate positions between the winding start and the winding end, being at least two places, the number of turns between A-C is almost the same as the number of turns between B-D, and a short circuit impedance between A-C is different from a short circuit impedance between the taps B-D.
