A first charging/discharging circuit includes: a first current supply circuit supplying a first current to charge a first capacitor with a predetermined current value or a second current to discharge the first capacitor with a predetermined current value; a first charging/discharging control circuit that switches between the first and second current supplied from the first current supply circuit to the first capacitor when a voltage across the first capacitor reaches to a first or second reference voltage. A second charging/discharging circuit includes: a second current supply circuit supplying a third current to charge a second capacitor with a predetermined current value or a fourth current to discharge the second capacitor with a predetermined current value; a second charging/discharging control circuit that switches between the third and fourth current supplied from the second current supply circuit to the second capacitor when a voltage across the first capacitor reaches to the first or second reference voltage.
