PURPOSE: To provide a universal forming grinding wheel and an electrolytic dressing method, capable OF coping with various grinding wheel forms and being manufacturable inexpensively in a short time.

CONSTITUTION: A universal forming grinding wheel 10 consists of a grinding wheel holder 4 madeS so as to be clamped to a rotating spindle 2 and plural pieces of disk wheel elements 6 to be attached to this wheel holder 4, and the wheel holder 4 is provided with a cylindrical fitting surface 4b, a flange part 4c installed in one end of this fitting surface, and a thread part 4d installed in the other end, while these plural grinding wheel elements 6 have metallic parts 7 with through-holes to be fitted to the fitting surface and metal bonded grinding wheel part 8 formed in an outer circumferential part of the metallic part, respectively. In addition, through-holes of these plural wheel elements are inserted into the wheel holder fitting surface, and thereby these wheel elements are held in gap with the flange part by a nut 5 to be screwed with the thread part of the wheel holder 4.
