PROBLEM TO BE SOLVED: To provide a vehicle operation control device and a vehicle operation control method, in which overriding of a driver is properly determined for proper switching of a drive mode.SOLUTION: A driver state determination controller 113, based on a steering torque T and a steering angle speed ω, calculates steering work load ΣW which results from driver's steering with a steering wheel. An automatic operation travel controller 103 performs automatic travel control which makes an own vehicle travel automatically based on the travel state information of the own vehicle and the information outside the own vehicle. When the steering work load ΣW that is calculated by the driver state determination controller 113 exceeds an overriding determination threshold value ΣW, an automatic operation mode for automatic travel control is switched to a manual operation mode for manual operation by a driver.
