To provide a visibility determination method, a device and a program capable of determining visibility in the direction of the surface of a building where an antenna of a subscriber station is installed.

The visibility determination method determines a visible area from a base station of a wireless communication system using three-dimensional map data. In second grid points for determining the visibility, whose interval can be set independent of first grid points of the three-dimensional map data, second grid points at coordinate positions to be the maximum coordinate value and a minimum coordinate value of a line on an X axis and a line on a Y axis among a plurality of the second grid points (Xn, Ym) (n and m are natural numbers) on XY coordinates included in the shape surface of the building for determining the visibility are specified as the visibility determination points of the shape surface of the building.
