A combustion melting facility 4 for receiving and burning a thermal decomposition gas and carbon residues in a combustion melting furnace 13 is provided. The combustion melting furnace 13 is provided with a main burner 61, a branched steam pipe 64 branched from a main steam pipe 70 of a boiler 18 is connected in communication with a thermal decomposition gas pipe 52 for guiding the thermal decomposition gas to the combustion melting furnace 13 or a thermal decomposition reactor, and a switching means 65 for switching a steam supply state capable of supplying steam to the combustion melting chamber 13 through the branched steam pipe 64 and a steam non-supply state not supplying steam is provided. By this constitution, the main burner 61 can be cooled by the steam by switching to the steam supply state of the switching means 65.
