The perforated rotary inside tank 3 loaded with a belt gear 2 is rotatably supported by means of the revolving rollers 4... and is installed on the outside wall of the treating vessel body 1 and is rotated by an inside tank driving machine 5. The charging port 8 of the treating vessel body 1 is connected to an untreated waste storage tank 11 by an expansion joint 9 and a waste washing pipe 34 is installed in the untreated waste storage tank 11. The waste washed in such a manner is charged into the treating vessel body 1 by an auto-transporting machine 10. Org. decomposition enzyme groups consisting essentially of enzyme are added to the decomposition treating water to be injected into the treating vessel body 1 and a solid residue discharge machine 13 is installed to the solid residue discharge port side in the treating vessel body 1.
