To obtain a water-in-oil type emulsified cosmetic good in dispersibility of a powder, capable of imparting a refreshing feeling at the time of application and sustaining a moist feeling after application and excellent in makeup lasting quality and emulsification stability.

This cosmetic contains 3-60 wt.% of a powder having the surface treated with a compound selected from a perfluoropolyether alkyl phosphate and its salt, a perfluoropolyether, alkyl sulfate and its salt and a perfluoropolyether alkyl carboxylate and its salt and having a perfluoropolyether group having ≥300 molecular weight, 0.05-5 wt.% of a long-chain alkyl- containing polyoxyalkylene-modified organopolysiloxane and/or a polyoxyalkylene-modified organopolysiloxane, 7-60 wt.% of an oily ingredient containing ≥60 wt.% of a silicone oil and 15-80 wt.% of an aqueous solution of ethyl alcohol in a weight ratio of the ethyl alcohol to water of (50/50) to (2/98) of the ethyl alcohol/water.
