A seat unit 22, faced to one side of axial direction, is formed at the middle part of axial direction in the through hole 16 of a spool 12. The body part 26 of a main torsion shaft 24 is arranged closer to the other side of the spool 12 in the axial direction than to the seat unit 22 and a protruded part 28 is projected from the body part 26 to one side of the spool 12 in the axial direction. The protruded part 28 of the main torsion shaft 24 is attached to a push nut 36 through fitting. On the other hand, a washer 34 is provided between the push nut 36 and the seat unit 22 so that the washer 34 is seated on the seat unit 22 and comes in contact with the push nut 36 through an opposite side surface of the seat unit 22 side while the protruded part 28 of the main torsion shaft 24 is inserted under a condition that the flexural rigidity thereof is set so as to be higher than that of the push nut 36.
