To inexpensively provide a winding paper tube with a base, which does not slide with respect to the base and which does not cause troubles such as flapping and wrinkling by a core.

The paper tube with the base includes: the bases attached to both ends of the paper tube; the base is fixed on the outside of the base body from the inside thereof in the hollow part of the paper tube by punching; the paper tube includes at least two layers; and the density of paper tube base paper for the innermost layer is higher than that of paper tube base paper for all the layers except the innermost layer. Preferably, the burst factor of the paper tube base paper for the innermost layer is greater than that of the paper tube base paper for all the layers except the innermost layer.
