Whether a reissue flag 16a of IC transfer information 15 in an IC card is on or off is determined (S21). When the reissue flag 16a is on, an IC transfer information migration key display flag is set on (S22). Whether a migration completion flag 16b is on or off is next determined (S25). When the migration completion flag 16b is on, the IC transfer information migration key display flag is set off (S26). When the IC transfer information migration key display flag is on and a transfer information migration is specified, a registration selection screen for migrating transfer information to other IC card is displayed. When desired transfer information is selected by the customer, the selected transfer information is written to the reissued IC card.
