A personal information separation means separates answerer input information into a questionnaire answer and personal information, and a secrecy decentralization means 140 performs secrecy decentralization coding of the personal information into first decentralized data and second decentralized data. A secrecy decentralized data search means 250 retrieves the first decentralized data of the personal information of the questionnaire answerer winning a lottery from a secrecy decentralized data storage device 240, and a secrecy decentralized data search means 320 retrieves the second decentralized data from a secrecy decentralized data storage device 310. A secrecy decentralization decoding means 330 performs decoding from the two decentralized data into the personal information. A questionnaire consistency check means 340 checks consistency between the recovered personal information and the questionnaire answer.
