Each radio terminal device 30 when receiving communication data performs modulation processing associated with one or a plurality of subcarriers selected from a first subcarrier group to transmit a broadcast reception signal, and decides whether the communication data are received normally and perform modulation processing associated with one or a plurality of subcarriers selected from a second subcarrier group not overlapping with the first subcarrier group to transmit a retransmission request signal. A base station device 10 receives the first and second subcarrier groups respectively, acquires a first total value and a second total value as total values of reception levels of respective subcarriers constituting the respective subcarrier groups, and controls multicast transmission based upon the ratio of the second total value to the first total value.
