Installed between a plurality of pumps (12, 13) and a plurality of actuators (14bo, 14st, 14bu, 14trL, 14trR, 14sw) adapted to be actuated by pumped pressure oil is a control valve (15) having housed therein a plurality of operating valves (15bo, 15st, 15bu, 15trL, 15trR, 15sw) that control the actuators in one-to-one correspondence. Installed in the control valve (15) is a flow rate combination valve (23) disposed between pump lines (21, 22) for feeding pressure oil from a plurality of pumps (12, 13). This flow rate combination valve (23) has a closed position (c1) in which the pumped pressure oil from the plurality of pumps (12, 13) is separated to be fed to the individual operating valves, and an open position (op) in which the oil flows are combined to be fed to the individual operating valves. Thereby, the number of sets of operating valves is reduced to realize a compact controller.
