Provided are an antenna and a communication system, which belong to the technical field of communications. The antenna provided in the embodiments of the present disclosure comprises a first substrate, which comprises: a first base; at least one first radiating unit, which is arranged on a side of the first base; a first electrode layer, which is arranged on the side of the first base facing away from the at least one first radiating unit; and at least one second radiating unit, which is arranged on the side of the at least one first radiating unit facing away from the first electrode layer, wherein the orthographic projections of a second radiating unit and a first radiating unit on the first base at least partially overlap with each other, and the orthographic projection of the at least one first radiating unit on the first base is located within the orthographic projection of the first electrode layer on the first base.
