The present invention comprises: a sand discharge part which has a sack of sand inserted and fixed to the top part thereof such that the sand from the inserted sack is discharged to a transfer discharge port below; a transfer part having one side provided below the transfer discharge port, having a mounting surface on which the discharged sand is mounted, and transferring the mounted sand to the other side, discharging same and then returning in a repeating manner; a foreign material separating part provided adjacent to the other end of the transfer part to receive the sand discharged by the transfer part and separate dust from the sand by means of vibration; a dust discharge part for discharging the dust generated from the foreign material separating part; and a measuring part connected to the foreign material separating part to receive, measure and supply a fixed amount of the sand from which dust has been separated. The present invention has the technical features of: removing foreign materials including dust from sand for pets to prevent dust or foreign materials from scattering when the sand is used; preventing the sand, from which foreign materials such as dust is to be removed, from falling from the transfer part during transfer; and allowing a number of people to measure and package the sand simultaneously from different sides.
