According to the present invention, a vehicle monotoring and maintenance device capable of being connected to a diagnostic port (16) of a vehicle (18) is provided. The monitoring and maintenance device comprises a hand holdable, data acquisition and transfer device (12). The data acquisition and transfer device (12) includes a first data link (56) connectable to a diagnostic port (16) of a vehicle (18) for retrieving diagnostic data from the vehicle (18); and a second data link (68) connectable to a global computer network communicable device (26). The data acquisition and transfer device (12) also includes a processor (84) and memory unit (90) capable of retrieving unprocessed diagnostic data containing error codes from the vehicle (18) via the first data link (56), storing unprocessed diagnostic data for a limited time, and transferring the unprocessed data to the global computer network communicable device (26), to the second data link (68). The hand holdable data acquisition and transfer device (12) lacks sufficient data processing capability to fully process the unprocessed diagnostic data into human useable diagnostic information.
