An axle box suspension device and a bogie, the axle box suspension device comprising an axle box (1) and guide frames that are respectively located on two sides of the axle box (1); springs (4) are respectively disposed between the guide frames and a spring carrying part (1-1) of the axle box (1), and a swing block (6) and a spring damping gear (5) are disposed between one or two of the guide frames and the springs (4); an upper end of the swing block (6) cooperates with the guide frames by using a rotational degree of freedom means, and a lower end of the swing block (6) cooperates with the spring damping gear (5) by using a rotational degrees of freedom means; an inclined angle is provided between the swing block (6) and the vertical direction, and a lower end thereof deviates to the axle box (1); a first contact surface (5-1) is provided on a side of the spring damping gear (5) corresponding to the axle box (1), and the spring damping gear is tightly attached to a second contact surface (1-2) on a side surface of the axle box (1) by means of the first contact surface (5-1); and the first contact surface (5-1) and the second contact surface (1-2) may move relative to one another.
