A balance ring assembly at the bottom of an inner tub and a washing machine. The balance ring assembly at the bottom of an inner tub comprises: an inner-tub bottom cover (3); and a flange plate (4) provided at the bottom of the inner-tub bottom cover (3) and fixedly connected to the inner-tub bottom cover (3). A balance ring (5) is at least provided between the inner-tub bottom cover (3) and the flange plate (4). The center of the balance ring (5) is located at an axis of rotation of the inner-tub bottom cover (3). The balance ring (5) is filled with balance media. The washing machine also comprises an inner tub (2). The inner-tub bottom cover (3) is fixedly connected at the bottom of the inner tub (2). An upper end of the inner tub (2) is further provided with an upper balance ring (6). The upper balance ring (6) and the balance ring (5) located between the inner-tub bottom cover (3) and the flange plate (4) are coaxially provided. The balance ring (5) is closer to the center of rotation so that the correcting balance media are closer to the axis of the inner tub (2) when dehydration of washing machine is started, the balance of the inner tub (2) at the beginning of the dehydration of washing machine is effectively improved, and vibration and noise of the washing machine are reduced.
