Abstract:

Provided is a base station device that forms a cell and provides a wireless communication service for a user terminal within said cell, the base station device being equipped with: a handover threshold storage unit which stores therein a handover threshold set up for a user terminal that starts wireless connection with the base station device; a load determination unit which determines whether or not a load condition indicative of a high load at the base station device is satisfied; and a handover threshold change unit which, in the case when it is determined that the load condition is satisfied, changes the handover threshold so as to prevent the user terminal establishing wireless connection with a base station device from undergoing a handover from the base station device.
