This device is provided with a drive body which has a rotor, a drive lever which is made rotatable in a first rotation direction, from a first rotation position towards a second rotation position, and a second rotation direction, from the second rotation position to the first rotation position, an opening/closing blade which, with rotational movement of the drive lever in the first rotation direction, is moved in a closing direction for closing an opening, and which, with movement of the drive lever in the second rotation direction, is moved in an opening direction for opening the opening, and a blade return spring which biases the opening/closing blade in the opening direction and biases the drive lever in the second rotation direction, wherein the drive lever can be rotated independently of rotational movement of the rotor, the drive lever is rotated integrally with the rotor in the first rotation direction by means of the drive force of the drive body, and the drive lever is rotated independently of the rotor in the second rotation direction at least by the biasing force of the blade return spring.
