A child seat apparatus and a child supply having the child seat apparatus. The child seat apparatus comprises: a backrest (1) and a seat (2) having an adjustable angle therebetween, and a restraint system (3). The restraint system (3) comprises shoulder straps (31) and a crotch strap (32). The crotch strap (32) is slidably run through the seat (2) in the lengthwise direction of self. The crotch strap (32) comprises a connecting section (32a) and a sliding section (32b) connected in the lengthwise direction of self. The connecting section (32a) is arranged at the seating side of the seat (2) and is detachably connected to the shoulder straps (31). The sliding section (32b) is arranged at the rear side of the seat (2). The sliding section (32b) is slidably connected to the backrest (1) and then fixedly connected to the seat (2). The restraint system (3), when the angle of the backrest (1) is increased, automatically compensates the total length of a seatbelt located in front of the body, thus preventing overtight restraint; and when the angle of the backrest (1) is reduced, automatically shortens the total length of the seatbelt in front of the body, thus ensuring the steady restraint of a child.
