A combined steel rail noise reduction and sound absorption device, comprising a shielding plate and a sound-absorbing material; the shielding plate comprises side plates, outer pressure plates and a bottom plate; the side plates are provided on side surfaces of rail webs on both sides of a steel rail respectively, and a cavity between the side plates and the steel rail is a first cavity; the outer pressure plates are provided on outer sides of the side plates, and a cavity between the outer pressure plates and the side plates and wing plates of the steel rail is a second cavity; and the bottom plate surrounds the foot of the steel rail and is separately connected to the outer pressure plates on both sides, and a cavity between the bottom plate and the foot is a third cavity; the sound-absorbing material is provided within all three cavities. The described combined steel rail noise reduction and sound absorption device has the characteristics of a good surface shielding effect on steel rail noise radiation, strong noise reduction capabilities, a compact structure and so on, and can be widely applied in various rail transit wheel and rail noise treatment projects.
