Abstract:
The present application provides a communication method, apparatus, device, and system. The method comprises: a data analysis network element determines a quality of service analysis result of a target terminal device, and sends the quality of service analysis result to an access network element; and after receiving the quality of service analysis result, the access network element can perform handover decision on the target terminal device according to the quality of service analysis result. Understandably, the quality of service analysis result can reflect the quality of service of the target terminal device, and therefore, the access network element performs cell handover decision on the target terminal device according to the quality of service analysis result, thereby improving the reliability of the basis of the handover decision.
