[Problem] To assist such that individual employees are able to set appropriate competency objectives on their own initiative. [Solution] Provided is a competency objective setting assistance device 1, comprising: a competency objective setting database 10 which stores qualitative data which relates to objective settings of behavioral characteristics of evaluation subjects; an MBO database 21 which stores quantitative data which relates to an MBO score based on work objectives of the evaluation subjects; a quantification unit 18 which obtains quantitative data on the basis of the qualitative data which is stored in the competency objective setting database; a sorting unit 22 which, on the basis of the quantitative data which has been obtained by the quantification unit, sorts each of the evaluation subjects into persons who set poor objectives and persons who set good objectives; and an evaluation subject database 23 which stores information which relates at least to the evaluation subjects who have been sorted by the sorting unit as setting the poor objectives. The quantification unit derives a difference value between a competency acquisition rate and an MBO acquisition rate, and the sorting unit sorts each of the evaluation subjects into the persons who set the poor objectives and the persons who set the good objectives on the basis of the difference value or a value which is based on the difference value.
