Abstract:
The present invention suppresses transmission of images from a measurement vehicle that are not suitable for checking road surface conditions. This data collection device is provided with: a data reception unit which receives, from a vehicle that can capture an image of a road surface, sensor data obtained by a sensor mounted on the vehicle; and a control unit which evaluates the goodness of the image capture environment of the road surface on the basis of the sensor data, and controls the transmission of captured images of the road surface from the vehicle on the basis of the goodness of the image capture environment of the road surface.
