A deceleration clutch apparatus of a washing machine, and a washing machine. The deceleration clutch apparatus of the washing machine comprises: an input shaft (1); a first fixed axis gear train, comprising a first ring gear (9); a second fixed axis gear train; an output shaft (22) connected with the first ring gear (9) and transmittingly connected to the second fixed axis gear train; and an output bushing (21) sleeved on the output shaft (22) and connected to the second fixed axis gear train. The deceleration clutch apparatus of the washing machine is reasonable in structure; a decelerator consists of two sets of fixed axis gear trains, the two sets of fixed axis gear trains separately transmit power in a deceleration mode, and the output shaft (22) and the output bushing (21) output two kinds of power, thereby meeting a deceleration ratio, and the rotation and bearing capabilities of the output shaft (22) and the output bushing (21) at a fixed transmission ratio in opposite directions, and overcoming the defects that an existing dual-power deceleration clutch apparatus has a poor bearing capability and is large in noise and the like.
