Provided is a device that collects garbage floating on the surface of a liquid.　This device is characterized by being configured from: a container having a space for storing garbage therein, a first cylindrical portion in the upper part, and a pump in the lower part that discharges to the outside liquid that has entered the space; and a float part that includes a second cylindrical portion that engages with the first cylindrical portion in a state such that the container can move vertically, and floats that are connected to the second cylindrical portion, the device being such that the container is provided with a first opening in the side surface of the first cylindrical portion, the float part is provided with a second opening in the second cylindrical portion at a position that includes the water surface when floating on the water surface, the position and width of the first opening are such that the area of the opening portion formed overlapping with the second opening is largest when there is no garbage or liquid in the space of the container and becomes smaller when the garbage and liquid exceed a preset amount, and the opening portion closes so as to disappear after a preset amount of garbage and liquid have collected. If the pump fails, etc., collected garbage is not discharged again to the outside.
