Abstract:
A first half-cut part (3) is provided with: a suction stage (30) suctioning an electrode layer base material (8) that has a first back sheet (81), an electrolyte membrane (82), and a first catalyst layer (83); a cylindrical rotary die cutter (31) having a pinnacle blade (311) provided with a cutting section (8C) in the electrode layer base material (8) along a line (8T) to be cut around the first catalyst layer (83); and a movement driving part (33) causing the rotary die cutter (31) to move to a half-cut position (L12). The rotary die cutter (31) rotates at the half-cut position (L12), and as a result, the pinnacle blade (311) reaches as far as a middle section in the length direction of the first back sheet (81) in the electrode layer base material (8), and thereby a cutting section (8C) is provided.
