Abstract:
The present disclosure relates to a device, system and method thereof used in/for a vehicle for monitoring and enforcement of rules of various regulating authorities associated with the vehicle. The device and system monitor the vehicle movement and enforce the rules in particular geographical area/zone according to geographical location of vehicles. The device and system also record the audio and video. The device issue alert signal of rules associated in particular geographical regions, issue tickets for challan, penalty associated with traffic rules and service charges levied by the authorities like Toll Plaza, Airport. The whole system works basically by sensing the global position of vehicle and associated rules of payments like over speeding, toll plaza, airport charges automatically from the linked bank. The device and system work in coordination with different server of different authorities.

CLAIMS:

1. A device (102, 102A) for real-time location/position monitoring of vehicle and making auto payment’s for ticket, penalty, challan issued by the various regulatory authorities associated with the vehicle, said device being coupled to the vehicle, said device (102, 102A) comprising: a processor/processing unit (116) bearing/configured with a unique identity number (UIN); a memory unit (114) associated/configured with the processor/processing unit (116) ; a real-time global positioning system sensor (GPS) (132) configured to detect and monitor the geographical / global position of the vehicle with time stamp and configured with memory unit (114) and processor/processing unit (116); an audio recording unit (110) configured to capture the audio surrounding to the device (102, 102A) with time, location stamp and configured with the memory unit (114), and the processor/processing unit (116); an image capturing unit (108) configured to capture plurality of still images and videos in digital format with time and location/position stamp and configured with the memory unit (114) and the processor/processing unit (116); a vehicle acoustic device/horn controlling unit (139) optionally configured with the device (102, 102A), said vehicle acoustic device/horn controlling unit (139) communicatively coupled to a horn of the vehicle to count the number of horns and length of each horns and configured with device (102, 102A); communication means (134) transmitting and receiving information’s/data with wire or wirelessly including Bluetooth; a I/O connecting ports (130) for connection means including input and output; a battery, power supply means (128); said memory unit (114) configured to store the information’s/data, instructions, programming instructions and coupled with the audio recording unit, the image capturing unit (108), global positioning system sensor (GPS) (132), vehicle acoustic device/horn controlling unit (139), data related to horn blow etc and configures/integrated with the processor/processing unit (116); a communication means including transmitter and receiver for sending/ transmit and receiving information in form of signal, data and includes wire, wireless communication via internet, wi-fi, Bluetooth etc or other means; an audio unit (123) means includes like speaker to generate audio or audio messages; alert means (118) includes indication by way of colour lights or audio beep sound; a display unit (109) optionally configured and communicatively coupled to said processing unit of the device (102, 102A), and said display unit configured to display atleast video, messages, images etc; said processor/processing unit (116) communicatively coupled with said real-time positioning sensor (GPS), memory unit (114), vehicle acoustic device/horn controlling unit (139), said processing unit (116 ) configured to: o receive information/data of said detected positions/location of the vehicle ; o receive information/data of images and videos captured by the image capturing unit (108); o receive information/data of audio recording recorded by audio recording unit

(HO); o receive the information/data of acoustic device/horn controlling unit (139) of number of horns and length of horns; o generate a control signal based on said received data’s; o wherein said device (102, 102A) generate control signal based on received plurality of information’s /data includes including atleast the unique identity number (UIN) of said device (102, 102A) and position/location information/data of the vehicle and may includes audio and video, number of horns and length of each horns buzz, the control signal may include at-least one of data of location/position of vehicle and unique identity number (UIN) for communication to/with a device server (120); and wherein said device (102, 102 A) acts as an interface unit between the plurality of regulatory authorities associated with vehicle, Point of Sales (POS) of regulatory authorities, vehicle owners and bank/ e-wallets associated with device (102, 102A) of vehicle or owner of vehicle, mobile phone device’s (104) of owner of vehicle to generate penalty, challan, tickets and receive amount of penalty, challan, tickets on the basis of a Alert signal, Permit signal generate by device server (120) on real time basis by debiting from the linked bank account/ e-wallet, and issuance of e-receipt online real-time basis on the basis of geographical location/position of vehicle and associated rules of regulatory authorities and the provision to debit the payment later on through the electronic means in case payment failure either due to insufficient fund balance or technical snag in the system (100) including device (102, 102 A) communication system.

The device (102, 102A) as claimed in claim 1, wherein said various regulatory authorities associated with vehicle includes but not limited to these are Road Transport/tax offices (RTO), Highway Authorities, Toll plazas, Public works departments (PWD), Airport authorities, Municipal Corporations, Railway, Banks, and finance institute etc.

The device (102, 102 A) as claimed in claim 1, wherein said Alert signal, Permit signal includes indicating the status of the vehicle, the status of vehicle may include at-least paid or unpaid challans of traffic rules violating, pending toll tax, vehicle not insured, pollution certificate not obtained, vehicle fitness not renewed, driving licence expired or not renewed etc, wherein the permit signal having information’s in a form of text, image, video and audio etc.

4. The device as claimed in claim 1, wherein said audio unit and display means further configured to play the information’s contained in the Alert signal, and Permit signal received from said device server (120).

The device as claimed in claim 1, wherein said device (102, 102A) with unique identity number (UIN) configured with atleast with one of details registered vehicle number, engine number, type of vehicle i.e. commercial or private, vehicle owner details including address, vehicle owner mobile phone device’s (104) details, details of RTO office where vehicle registered..

The device as claimed in claim 1, wherein said plurality of regulating authorities on the basis of information’s associated with the vehicles having unpaid ticket, penalty, challan’s in a device server (120) can trace and caught those vehicles on the basis of device (102, 102 A) real time location/position and collect the unpaid challans, tickets, penalties amount associated with the unique identity number (UIN) of device (102, 102 A) of the vehicle.

The device as claimed in claim 1, wherein said device (102, 102 A) is generating alerts by display or alert means of device (102,102A) or through the associated mobile phone device’s (104) and keep sending alert messages for upkeeping scheduled payment or pending payment of various regulatory authorities associated to the vehicles.

A system (100) for real-time monitoring the position/location of vehicle and collection of ticket, penalty, challan’s amount regulated by the various regulatory authorities, said system (100) comprising: a device (102, 102A) with a unique identity number (UIN) as claimed in claim 1 coupled with a vehicle for real-time vehicle position monitoring and recording, said device (102, 102 A) configured to generate a control signal based along with a unique identity number (UIN) configured with processor/processing unit (116) of the device (102, 102A); a device server (120 ) includes atleast a memory unit (114), a processing unit (116), and control unit module (116A) configured therein, wherein said device (102,102A) connected with device server (120) through communication means, the control unit module (116A) configured to process the information’s received in the control signal from said device (102, 102A); a plurality of database units (507, 607, 707, 807) stored in the memory unit (114); a communication means for transmitting, receiving information’s/data, wherein communication means wire or wireless communication and includes internet, Wi-Fi, Bluetooth. ; a mobile phone device’s (104) communicatively coupled with the system (100) through the mobile service provider, the m mobile phone device’s (104) has user interface to connect with the system (100) and device (102, 102A); a plurality of servers (500,600,700,800) of respective regulatory authorities connected through communication means with the device server (120) and respective Point of Sales (POS) device, wherein predetermined set of rules stored in the servers with respect to the geographical locations of various regulatory authorities associated; a server related to payment collect system through RFID (radio-frequency identification) tag (115) means; said device server (120) configured to: o receive said generated control signals by the device (102, 102A); o process said received control signals by the control unit module (116A) of said device server (120) on the basis of geographical location of device (102, 102A) of vehicle and invoke associated rules related to pre-defined geographical locations related to:

- payment related to penalties, challans in default like traffic rules, vehicle driving rules, or

- payments related to tickets for use of the services like vehicle parking, toll plaza, airport access etc, wherein the geographical location includes atleast but not limited to Toll plaza, Traffic Light, vehicles Parking, Airport or Police/ Traffic police/ Point of Sales(POS), Authorities patrolling vehicles to find offended vehicles in the Geography location; o generate the Alert signal by the Control unit module (116A) of the device server related to challan, ticket, penalty charges amount related to geographical locations as per the pre-defined set rules of various regulatory authorities associated with the system (100) and transmit the Alert Signal to the device (102, 102A); o the device (102, 102 A) process the received Alert signal and make alert messages in form of beep or sound or display means for entering in for Point of Sales (POS) payment zones regulated by various authorities; o the control unit module (116A) further process the information received from Control Signal for auto debit of payments through the linked hank accounts/wallets, generation of payment receipt and generate Permit signal; o transmit the Permit signal to the device (102, 102A) associated with vehicle and mobile phone device’s (104) associated with the vehicle and to the point of sales ( POS) terminal; o generate online Permit signal having information of status of the vehicle, the status of vehicle includes at-least one of unpaid, penalties, challans of various regulatory authorities, paid receipts at point of sales (POS), and pending or paid tickets of various regulatory authorities including toll plaza charges, information of vehicle not insured, scheduled payments like vehicle insurance etc, information of vehicle fitness not renewed, information of vehicle owner driving licence expired or not renewed etc; and the device (102, 102A) processes the received permit signal and make message in form of beep sound or display means to that payment is successful or failure at the Point of Sale (POS), in case payment is successful made RFID (115) payment system disabled at that POS, in case failure make RFID (115) payment system enabled .

The system (100) as claimed in claim 8, wherein said plurality of database unit ( ) having: a. a first database (120-7) comprising a plurality of unique identity numbers (UIN) of a plurality of vehicles, said each unique identity number corresponds to details of vehicle registered with road vehicle transport authority like RTO, details of an owner of the vehicle, and a bank account number, mobile phone number of the owner of the vehicle; b. a second database comprising the details of the plurality of regulatory authorities associated with the device (102, 102A), vehicles and the geographical zones based on map associated with the Global position system (GPS) associated with the plurality of regulatory authorities; c. a third database comprising a predefined set of rules correspond to the regulatory authorities associated with the vehicles with respect plurality of zones including geographical zones, geographical coordinates of location/position based on map associated with the Global position system (GPS) includes but not limited to like Toll Plaza, Traffic signal, Airport, Parking, No Honking Zone, No parking zone, No Honking Zone, Speed limit etc; d. a fourth database comprising pre-defined rules related a list of penalty, challan, tickets issued and pending penalty, challan, tickets for / against unique identity number (UIN) device (102, 102 A) associated with the vehicle with respect to one or more regulatory authorities; and e. a fifth database comprising rules and penalty amount for buzz a horn in no horn / honking zone, silence zone like hospitals, VIP area etc with geographical location map defined on Global position system; f. a sixth database is associated with the database through server of RFID tag based technology like Fast Tag. wherein above plurality of databases are being auto updated in the device server (120) by networking of servers of different authorities associated with the device server (120).

The system (100) as claimed in claim 8, wherein said plurality of regulatory authorities includes but not limited to Regional/Road Transport Office (RTO), Traffic Police, Highway Police, Toll Plaza, Airport authority, Highway regulatory authority, Municipal Corporation, Railway Banks, Finance institute, e- wallet, pollution Control and Insurance companies etc .

The system (100) as claimed in claim 8, wherein said penalty, challan includes to violation of traffic rules, horn buzzer rules etc and tickets includes taxes/service charges related to Toll Plaza, car parking, airport access, vehicle insurance, car fitness, pollution certificate of the vehicle etc.

The system (100) as claimed in claim 8 can work with coordination with the existing techniques used for vehicle monitoring like camera to identify vehicle number for over speeding, traffic light violation, wrong lane driving, RFID (115) based fast tag for toll collection by identifying vehicle number associated with the fast tag in sequence order so that due payments can be received by any one of means in particular sequence s per predefined rules.

A method for real-time monitoring the position/location of vehicle and collection of ticket, penalty, challan’s amount regulated by the various regulatory authorities through a system (100), said method comprising: detecting real-time position of the vehicle, by a real-time global positioning system sensor (GPS) (132) fitted in a device (102, 102A) having unique identity number (UIN); if the vehicle is in any point of Sale (POS) in geographical area defined by various regulatory authorities associated with the system (100), like in Toll Plaza, the device (102, 102A) will generating a control signal by the processing unit of the device (102, 102A), the control signal having information related to the device (102, 102A) of vehicle with reference to received real-time geographical position of the vehicle in a Point of Sale (POS); transmitting the Control signal by communication means to a device server (120) the control unit module (116A) of the device server (120) will process the information of the received Control signal on the basis of pre-defined rules stored in the device server related to that geographical location area and coordinating with respective the servers of various regulatory authorities associated with the system (100); after processing the information by the control unit module (116A), the device server (120) will generate and send Alert Signal to the device (102, 102 A) and to the Point of Sale (POS) at the Geography location of vehicle having data/information about the type and amount of calculate tickets, Challan, penalty; the device (102, 102 A) will receive the alert signal and generate alert by alert means to driver of vehicle; the device server (120) further process the information and calculate penalty, challan and tickets amount on the basis of pre-defined rules of with respect to the point of sale (POS) of the geographical location of the respective associated regulatory authority; the device server (120) will further process the information of penalty, challan and tickets amount and communicate with bank/ e-wallet linked and associated with the device (102, 102A) and will auto debit the amount through the electronic means; the device server (120) will generate the receipt of successful payment as per pre defined rules of the associated regulatory authority. the device server (120) generate and transmit the permit signal communication means to the device (102, 102A), mobile phone device’s (104) associated with device (102, 102A), Point of sale of the respective authority of geography location where vehicle located/positioned, the permit signal contains the information about payment information successful or failed; the concerned Point of sale authorised person or system (100) will take appropriate action as pre-defined rules as per information contained in the permit signal;

The method as claimed in claim 13, wherein said permit signal may contains the status of the vehicle based on information stored in the device server (120) wherein status of vehicle include at-least paid or unpaid challans of traffic rules violating, pending toll tax, vehicle not insured, pollution certificate not obtained, vehicle fitness not renewed, driving licence expired or not renewed etc of the various authority, wherein the permit signal having information’s in form of text, image, video and audio etc.

The method as claimed in claim 13, wherein said device (102, 102A) can function for making the payment in coordination with existing technologies like RFID tags (115) based technology by predefined rules like in following steps: the device server (120) will generate alert and process the payment on the basis of device based on Geographical location of vehicle, if payment successful, the device server (120) will not process the payment through RFID tag (115), in case payment through the present device (102, 102 A) the device server (120) will allows RFID tag (115) system to process the payment.

The method as claimed in claim 13, wherein said device (102, 102A) can function for making the payment in coordination with existing technologies like car number plate photo detecting technology by predefined rules like in following steps: the device server (120) will coordinate the server wherein the ticket, challans, penalty had been generated on the basis of vehicle number plate of vehicles and process stored information of the vehicle number information with the associated device (102, 102A) and auto debit the payment.

The method as claimed in claim 13, wherein on the basis of status of vehicle information stored in device server (120), the patrolling team’s of said plurality of regulatory authorities may obtain the of status of vehicles in near vicinity area like tolls, Malls, etc who are offender and not paid penalty, challan, tickets or pending any payments related to penalty, challan, tickets, trace and hold the vehicles and collect the amount of unpaid challan, penalties and ticket or confiscate the vehicle.

18. The method as claimed in claim 13, wherein the respective regulatory authority can put interface system in a interface vehicle connected with the device server (120 ) and by parking mobile van at important places like malls, railways stations, temple and market place and trace and identify such vehicle in near vicinity who have outstanding penalty, challan, tickets by statue of vehicle from the device server (120), to recover the unpaid challan, penalties and tickets amount.

A vehicle acoustic device/horn controlling unit (139) communicatively coupled with the horn of vehicle, said vehicle acoustic device/horn controlling unit (139) comprising: a processor; a memory coupled with the processor; an acoustic wave sensor ( ) coupled with the processor and memory, the acoustic wave sensor ( ) configured to measure number of horns of vehicle blown and length of sound of the horn blown in a day; communication means wire or wirelessly including Bluetooth;

Input/output (I/O) ports for connections means includes connection with horns, power supply et; the vehicle acoustic device/horn controlling unit (139) is modular device and to be communicatively connected with device (102, 102A) with unique identity number (UIN) and having real-time global positioning system sensor (GPS) (132) as claimed in claim 1, device server, horn regulations server and the system (100); wherein said horn regulation server having predefined set of rules related to the horn in the particular geographical location/area;. wherein said horn regulation server comprising a database unit having a database with a plurality of zones, each of said plurality of zones corresponds to a plurality of predefined set of rules like no horn / honking zone, silence zone like hospitals, VIP area etc, rules related to permitted number of free horns in particular locality a day/week or month and thereafter horns are chargeable; the processor communicatively coupled to said real-time global positioning system sensor (GPS), said acoustic wave sensor and said horn regulation server, said processor configured to: a. process the information of real time geographical location of vehicle when the vehicle is in atleast one of horn prohibited zone but not limited to such as schools, hospitals, VIP, defence area and alike; b. identify the real-time location/position of the vehicle is within the horn prohibited zones by in the form of graphical display on map the horn prohibited area location with rules of horns like no horn, number of horns restricted in particular time period; c. generate alert signal or message to vehicle driver about the horn blown rules in that geographical area, the alert message can be generate by the vehicle acoustic device/horn controlling unit (139) or associated mobile phone device’s (104), the generate alert signal or message in the form of graphical display on map the horn prohibited area location ; d. wherein the vehicle acoustic device/horn controlling unit (139) to restrict, and/or to control the number of horns can blown per day by the vehicle according to the rules of regulating authority in respect of geographical zone and additional honking be chargeable, honking in silence or no-honking zone, issuance of penalty tickets be issued online on real time basis and debit of payment from the hank account linked with the device (102, 102 A) as claimed in claim 1.

20. A system (100) or device (102, 102 A) or method as claimed in according to any one of previous claim, wherein pre-defined set of rules includes but not limited to ticket, challan, penalty amount with respect to respective to point of sales of geographical locations, or geography location.

A DEVICE, METHOD AND SYSTEM FOR VEHICLE MONITORING BY USING GPS POSITION OF VEHICLE FOR MAKING PAYMENT COLLECTED BY VARIOUS AUTHORITIES ASSOCITAED WITH THE VEHICLE

FIELD

The present disclosure generally relates to the field of vehicle safety, vehicle movement monitoring and monitoring the vehicles violating the traffic police rules and auto issuance of tickets for challan / penalty or service charges like Toll Plaza, airport, parking etc for violation of traffic rules and enforcement thereof by auto recovery of payment instantly.

More particularly, the present disclosure relates to a method and system including device for monitoring of vehicle movement, monitoring surrounding of vehicle, and monitoring of vehicles violating traffic rules and issuance of tickets for challan/ penalty or service charges like Toll Plaza, airport, parking etc instantly charged levied by various Authorities like Traffic Police, Highway Authority Toll Plaza, Airport Authority, Insurance Authorities, Parking places like that and issuance of payment receipt towards ticket after making auto payment instantly wirelessly.

Further, the present disclosure relates to a detection of vehicles who have been issued tickets for challan/ penalty or service charges like Toll Plaza, airport, parking etc by various authorities nut have not paid the challan/ penalty/ ticket amount and method thereof.

BACKGROUND

The background information herein below relates to the present disclosure but is not necessarily prior art.

Detection of vehicles of traffic rule violations is an important aspect of road safety. Conventionally, a traffic cops identifies a vehicle(s) violating a traffic rules either manually or by using electronic means like devices such as cameras and speed sensors. In a manual system, once such vehicle(s) of traffic rules violator is identified, the cop follows the vehicle, hold the vehicle and instructs vehicle driver of the identified vehicle to pull over the vehicle aside on the road.

In other way, the cops have to alight from his/her patrol car to manually inspect the vehicles and the offending driver’s license to determine the identity of vehicle and the offending driver, after which the cop issues a challan/ tickets bearing the identity of the vehicle, the identity of the driver, nature of traffic violation, and the associated fine.

Further, presently , tickets for challan/ penalty or service charges like Toll Plaza, airport, parking etc being issued in the name of driving license person or in the vehicle name or both. However, the rules are being violated by the driver of vehicle, but challan/ Violation tickets to be issued in the name of vehicle primarily and secondarily the driver who violated the traffic rules. The importance of having record of vehicle and driver who are disobeying the traffic rule is important from the law and crime point of view.

The present process issuing challan/ violation tickets for traffic violations has many shortcomings, for example,

(i) it is hard to identify the vehicles who had violated the traffic rules (ii) it is hard to follow up all the vehicles violating traffic rules

(iii) It is hard to recover the fine/ penalty from the vehicles even had violated the traffic rules

(iv) The vehicle, which had violated the traffic rules and even tickets for challan / penalty/ traffic rules violation/ Toll Plaza service charges had been issued electronically but have not paid the penalty and running vehicle. It means law breaking offender freely moving on vehicle

(v) The process is time consuming and tedious

(vi) It can lead to an argument between the offending driver and the traffic cop;

(vii) It is nearly impossible to cover all the road segments for sensing the traffic rules violations (by the means of camera, speed sensors, etc.).

Another way of monitoring traffic rule violations with regards to speed of vehicle is installing speed cameras everywhere and monitoring vehicles all at once or partially while sitting back in the office. When an installed camera detects a vehicle violated the pre-defined speed, the camera captures an image/video of the vehicle. Based on the captured images, a challan/ violation tickets can be sent to the relevant owner by SMS, postal means by pulling out the relevant information against the number plate. However, using this system, it is not possible to cover all the streets and stop signs by the speed cameras. Further, the maintenance cost of these cameras and sensors also compromises the cost effectiveness of the transportation departments. In addition, its up to vehicle owner or driver to respect the challan and pay them.

Similar problem faced when electronic means system installed at traffic light signals to identify the vehicles, who disobeyed the traffic light rules. The challan issued manually or electronic means.

No control of Traffic police on the vehicle owners or user, i.e., driver. Accordingly, challans/ violation tickets issued by electronic or manual means are pending for enforcement, i.e., payment. This leads to loss of revenue in spite the challans have been issued to vehicle.

Similarly, if the kids, daughter, young age son or working girl travelling in hired vehicle or driver based own vehicle, parents, relatives are continuously worried for their kids or lady’s member till the trip complete and traveler reached safely at the destination place. There is no system in vehicle by which streaming the live video/ images can be sent to relative or be stored at server for future reference purpose.

To avoid all this problem, an alternative traffic rule violation monitoring system has been proposed in the present disclosure.

Presently, there is no integrated system that facilitates all above problems related to a vehicle. There is no integrated system that facilitates vehicle management by providing alerts and notifications regarding insurance and servicing requirements of a vehicle, ensure road safety, facilitate automatic identification of traffic rule violations and automatically generate tickets for challan/violation when a rule is violated.

There is, therefore, felt a need of an automated vehicle safety monitoring and traffic violation detection system.

OBJECTS

Some of the objects of the present disclosure, which at least one embodiment herein satisfies, are as follows: It is an object of the present disclosure to ameliorate one or more problems of the prior art or to at least provide a useful alternative.

An object of the present disclosure is to provide an automated vehicle monitoring and traffic rules violation detection system.

Another object of the present disclosure is to provide an automated traffic violation detection system that can detect vehicles violating traffic rules and issue challan/violation tickets automatically.

Yet another object of the present disclosure is to provide a system and method which will allow to make the payment of amount instantly and automatically of challan/violation tickets issued by Traffic Police for violation of traffic.

Yet another object of the present disclosure is to provide a system and method to issuance of payment receipt towards various amount received by different authorities like Traffic Police, RTO, Toll Plaza, Parking places like that.

Yet another object of the present disclosure is to provide an automated vehicle safety monitoring.

Yet another object of the present disclosure is to provide vehicle detection system that can generate Toll Plaza charges tickets automatically on the basis of vehicle presence in Toll Plaza area and that eliminates human intervention.

Yet another object of the present disclosure is to provide an automated vehicle monitoring and detection system that eliminates the need of installing cameras on every road segment.

Yet another object of the present disclosure is to provide an automated vehicle safety monitoring and traffic violation detection system that facilitates instant auto online payment of tickets amount generated for challan / penalty or service charges like Toll Plaza, airport, parking etc..

Still another object of the present disclosure is to provide an automated vehicle safety monitoring and traffic violation detection system that facilitates easy toll collection.

Yet another object of the present disclosure is to provide an automated system that ensures vehicle, driver and passenger safety and reduces the chances of occurrence of accidents.

Yet another object of the present disclosure is to provide a system for collection of charges by various authorities like Highway authority for Toll Plaza, Airport parking charges, Airport pick and drop access charges and issuance of tickets and receipts of payments.

Yet another object of the present disclosure is to provide an automated vehicle safety monitoring system that notifies the driver about maintenance and servicing requirements.

Yet another object of the present disclosure is to provide the system and method of monitoring the number of horns sound per day and number of horn sounds in “No Honking Zone’ or “Silent zone” and charging the amount if number of horns sound than per day limit as decided by the authority.

Other objects and advantages of the present disclosure will be more apparent from the following description, which is not intended to limit the scope of the present disclosure.

SUMMARY

The present disclosure relates to a device, system and method thereof used in/for a vehicle for monitoring and enforcement of rules of various regulating authorities associated with the vehicle. The device and system monitor the vehicle movement and enforce the rules in particular geographical area/zone according to geographical location of vehicles. The device and system also record the audio and video. The device issue alert signal of rules associated in particular geographical regions, issue tickets for challan, penalty associated with traffic rules and service charges levied by the authorities like Toll Plaza, Airport. The whole system works basically by sensing the global position of vehicle and associated rules of payments like over speeding, toll plaza, airport charges automatically from the linked bank. The device and system work in coordination with different server of different authorities.

The present disclosure relates to a system and method related to the vehicle and monitoring movement for a vehicle. The present disclosure relates to a device used in a vehicles. The device is useful for all the regulatory authorities associated with the vehicle like Road Transportation Office, Traffic Police, Highway Authorities, Airport Authority, Insurance and like that for monitoring of vehicle related information on real time basis as per the rules of the regulatory authorities.

The present disclosure has solution of all technical problems raised herein with available technologies.

The present disclosure will now be described with reference to the accompanying drawing and different embodiments.

Now days use of Google map on users’ mobile phone or paid GPS device to navigate the location, places while driving vehicle is common. Every common person uses the same and habitual of same.Now days almost all vehicle manufacturer are providing company fitted GPS map on the audio system. The google map is very fine classified and gives real time information about location places and surrounding nearby. The google map also gives option for travelling on toll free roads. Now days online travel Cabs like Ola, Uber, Transporters etc. uses paid Maps service from map provider. It means GPS system of your vehicle knows in which geographical area vehicle is travelling. It means whenever the vehicle in the geographical zone where payments need to made, the present system can coordinate with regulation rules of the associated authority and can issue alert to driver and can debit amount from the hank.

Accordingly, every authority associated with the vehicles update information/ data of geographical location and associated rules in map data. In accordance with present disclosure, there will be dedicated Map server which will keep updating information’s of geographical locations as being updated by the associated regulatory authorities. In one of the embodieent, the Map server will be in communication with networking means with the Device server and with other authorities server.

Accordingly, every authority will make there dedicated server, wherein predefined set of rules will be there for each geographical area / zone. These servers will be in communication through networking means with the Device server.

These set of rules keep updating as changes are being made by law rule makers. These dedicate servers may keep important messages which needs to deliver to device of vehicle like weather, road jam, road closed etc.

In one of the embodieent, the GPS system can be used with the present device to monitor the speed of vehicle and coordinate with permissible speed in the geographical location. The dvice and system will generate alert to driver that permissible speed at particular geographical location/zone and time. If still driver violate the speed limit related rules, the system/ device will generate ticket of challan and debit payment. Accordingly need of speed gun or cameras to monitor the speed of vehicle will be no more required by implementing solution by the present system. The solution with the present invention, no more requirements of deployment of speed camera which is costly, and requires maintenance. Further these cameras only monitor speed and capture video of vehicle including driver, but do not collect payments. Presently monitoring of vehicle speed using camera and speed gun is responsibility of Government, whereas the present solution put the responsibility on the driver of vehicle.

The disclosure will envisage the possible solutions and embodiments by use of GPS system associated with device and system in accordance with present invention by use with vehicle to make payments according to rule regulations for different geographical locations of various regulatory authorities associated with vehicles.

The disclosure will also envisage the possible solutions and embodiments by use of GPS system associated with device and system in accordance with present invention by use with vehicle to find, trace, locate the vehicles who are offender or default in making payments according to rule regulations for different geographical locations of various regulatory authorities associated with vehicles.

The disclosure will also envisage the possible solutions and embodiments by use of GPS system associated with device and system in accordance with present invention by use with vehicle by the patrolling police in any specific location vicinity by using system in mobile van to find, trace, locate the vehicles who are offender or default in making payments according to rule regulations for different geographical locations of various regulatory authorities associated with vehicles.

The various regulatory authorities associated with vehicle includes but not limited to these may be Road Transport/tax offices (RTO), Highway Authorities, Toll plazas, public works departments (PWD), Airport authorities, Municipal Corporations, Railway, Banks, and finance institute etc.

The device is like a government enforcing authority seating in a vehicle and monitoring the movement of vehicle is as per rules and regulation of Government law, in case default issue alert messages, still if alert messages ignored issue ticket for penalty, challan or service charges for services used.

To enforce the present invention as disclosed herein, there is need of device and system and method to execute the invention. There will be dedicated device with number of structural components configured therein. The device will be integrated with Device server through communication means. The Device server will be integrated with network means with the servers of various authorities associated with the vehicle and actively playing in the system in accordance with the present invention.

The present disclosure also relates to a method of vehicle safety, vehicle movement monitoring and monitoring of traffic police rules violating vehicles. The device is useful for vehicle safety and monitoring purpose in case of accident, rules violation as information being captured by the device and stored in device server. More particularly, the present disclosure relates to a method executed by a device, system for vehicle monitoring, monitoring of driver of vehicle, monitoring surroundings of vehicle and monitoring and detection of vehicles violating traffic rules.

For safety of vehicle and passengers the system 100 can monitor the audio video recording of driver, passengers and surrounding of the vehicle. In case any person does the nuisance with the vehicle or passengers or driver, the live video audio stream will be shown to other end user on his mobile device by pressing SOS button 124. The video, audio streaming shall be recorded on Device server 120 with geographical location and timing of the vehicle, which can be used for any legal purpose like litigation, police or insurance purposes.

In one of the embodiment, the system 100 to be used to monitor of violation of traffic rules. In may be used for over-speeding, wrong lane driving, red light Jumping, Honking on Red light, higher number of honking set by the traffic regulatory in particular geographical regions. The Horn is connected with the electrical wires means to horn pressing button/mechanism. When driver pressing the Horn button, connection produce the current, which passes to horn to blow horn. The Horn Controlling Unit can be put in series circuit intermediately through which the Horn current pass on. The Horn Controlling Unit sensing device can sense the timing of current and count the number of times current passed to the Horn in a day. The Horn Controlling Unit has processor and Bluetooth device. The processor of Horn Controlling Unit on the basis of regulatory predetermined parameters like of number of ordinary horn and long horns permitted in particular geographical location keep counting. If number of Horns increases the Vehicle owner has to pay charges as per predetermined rules and shall be debited from the bank/ wallet linked to the device. The Horn Prohibited Zone can be charge Penalty as per the regulatory norms.

In one of the embodiment, for vehicle movement is on wrong lane, the vehicle movement on the basis of movement of vehicle with respect to GPS information can detect that vehicle is running in wrong lane or overspending. To know that the moving vehicle is following traffic rules, the image capturing unit 108 of device 102,102A detect the Lights of Light signal and can raise audio, video or audio/video alarm about type of signal on the basis of algorithm. Like Red signal to raise alarm to stop vehicle. Yellow Light to de-accelerate the vehicle. In case vehicle not stopped on the red light signal, the tickets for challan / penalty or service charges like Toll Plaza, airport, parking etc can be generate and fine amount can be debit by authorization or auto debit as per the Traffic authority regulation.

In one of the embodiment, the Traffic Light signals configured also to generate radio/electronics frequency signals of different frequencies correspond to color of light signals like Red, Yellow and Green. The radio/electronics frequency signals can be sensed by the sensors provided in the device 102,102A. Accordingly vehicle take appropriate steps as per the rules defined in Traffic Regulatory rules RTOS 126 in case vehicle non-follow the traffic rules or traffic rules violated by the vehicle.

In one of the embodiment the system 100 and device 102,102A can be used at Toll Plazas to pay/debit Toll Plaza charges automatically. The device 102,102A having a real-time global positioning system sensor (GPS) (132) . Presently Google map having data and information’s of each and every location. The Google map also identify particular road having Toll Plaza or not. The various highway authorities may also coordinate with the Google map to Tag Toll Plaza across the country. The movement vehicle crosses a Toll Plaza or come in vicinity of defined range of toll plaza, the device 102, 102 A will instantly trigger the message to device server 120 the details of Toll Plaza, and to debit the Toll Fee amount from the configured Bank account or wallet configured with the device. The amount will be debit according to type of vehicles Commercial or personal use, heavy or light weigh, type of wheeler like there, four-wheeler or more wheeler. The device server already has all such detail of vehicle associated with the device. As mentioned device 102,102A having a unique identity number (UIN) and mapped with device server 120 and coordinate, sync with Traffic authority Server 126 and Highway Authority Servers 138.

Accordingly present disclosure provides the solution of RFID less solution to pay the Toll Fee. Presently, Toll Fee is being collected manually by stopping vehicles or auto debiting on the basis of RFID Tags 115 placed on the Vehicle. Each Toll Plaza need to place RFID readers to read the RFID tag 115 and debit the payment from bank, wallet linked with RFID tag 115. But practically drivers delink the bank account associated with the RFID tag 115. The present Disclosure will take care of problem associated with RFID tag 115 and solution will be on the basis of GPS system. The technology will take care that in case RFID tag 115 is already there than system 100 will debit payment from single source either RFID based technology or GPS based technology. To achieve the solution of this problem, the RFID tag related informations need to be configured with the Device, Device server and appropriate regulatory authority to take care of the same.

The Government needs to enact necessary provisions in Law to make use of this device mandatory on each and every vehicle and to be linked with bank account and Mobile phone device. It will save Government expenditure in many directions and will help to generate revenue on real time basis.

It will be offensive to drive vehicle if the vehicle owner is not maintaining the sufficient balance in the linked bank account or wallet. The same lead to extra penalty in case failure of payment due to insufficient fund in the linked bank account/wallet. The regulatory authorities can make rules accordingly. TRAFFIC POLICE:

It is a duty of the traffic police that vehicles should run on road smoothly and driver of vehicle follows the traffic rules. In case driver not follows the traffic rules, traffic police identify those vehicles and issue challan and receive payment in lieu of Challan issued. Sometimes, the driver of vehicle run away from the traffic police, in that case traffic police cannot catch him easily and cannot recover challan amount. The present disclosure provides solution of such problems.

The vehicle related rules are like Light jumping, over-speeding, make accident and run from the accident spot, not wearing safety belt, talking on mobile vehicle driving vehicle. The traffic police use of cameras at the traffic signal’s locations to identify such vehicle who are jumping traffic light signals and issue challan by seeing the vehicle number on plate mentioned on front and back plate of the vehicle. But such challans are not recoverable as vehicle runs and such challans are only on paper, even the SMS also conveyed to the phone number registered with the RTO office. But such phone numbers are being changed by the vehicle owner. The present disclosure provides the solution of such problems.

For vehicle over-speeding speed guns are being used by the Traffic Police. That purpose speed guns are installed on the road on important places. Along with these speed gun, there is need to install camera to take picture of vehicles who are over speeding to capture the image of vehicle having photo of number plate, driver image. Again, in such case, the traffic police issues challan but cannot receive the challan amount as driver or vehicle of owner do not want to pay challan and traffic police cannot find the vehicle location and presence.

Presently the vehicles are in default of violation of traffic rules to be monitored manually by the traffic Cops. In many developed countries or Metro cities the traffic police, highway authorities installed Cameras or CCTV to capture the images of vehicles that have violated the traffic rules, like over speeding or Traffic light signal breaking. All such captured images are being sent Server maintained by authorities. The captured images keep on the server and server send the messages to the vehicle owners through the SMS only on the registered mobile numbers with the authorities. However, in majority of times the Vehicle owner’s changes the Mobile number or block the mobile numbers registered with the authority. This problem is serious with the drivers who are running/plying commercial vehicles. Accordingly, tickets for challan/ penalty or service charges like Toll Plaza, airport, parking etc. are being generated but could not be delivered to the vehicle owner or driver of the vehicle. Accordingly, the tickets generated could not be converted into the receipt of payment against tickets issued for such challan/ penalty/ traffic rules violation, Toll Plaza charges.

In another procedure/ method to recover the amount of issued challan when vehicle is stopped by the Cops, only then the Cops come to know that the particular vehicle had been issued tickets for challan/ penalty or service charges like Toll Plaza, airport, parking etc. and Cops or authority recover the challan amount on the spot or ceased the vehicle or driving license of the vehicle driver.

The present invention disclosed and claimed herein provides using GPS bases solution on real time basis by identifying the vehicles, who are in geographical location of the Toll Plaza or highway authorities which is chargeable and, will alert the driver of vehicles that they are in payment chargeable zone with mention of rules and amount chargeable in those geographical zones. The device and system will also alert by display or other means the geographical area, which is chargeable in reasonable advance.

REGIONAL/ROAD TRANSPORT OFFICE (RTO), ROAD TAX OFFICES (RTO),

The another problem associated with the vehicles are the permit period of a vehicle. Each vehicle permitted to drive the vehicle for certain period. On expiry of valid permit period the Vehicle need to take at RTO Authority for Vehicle Fitness purpose. The RTO authority issue Fitness Certificate The driving of vehicles without permit or after the expiry of permit period is unlawful. In case of accident the vehicle insurance claim made by owner or driver is denied by the Insurance Authority. Accordingly, there is need of that the owner of each vehicle should get fitness of vehicle on time. In case the Vehicle owner running a vehicle without fitness or permit, he should be charge penalty automatically or vehicle need to be caught and ceased till he pays unpaid penalty and obtain fitness certificate. The present disclosure envisages the solution of such issues.

TOLL PLAZA

The another problem associated with the vehicles is to pay Toll Plaza Charges which is normally collected by the authorities like public works Department, Highway authorities (Like NHAI-National Highway Authority of India) who build and maintained the roads or toll road or expressway roads. It is observed long queue of vehicle on the Toll Plaza to pay toll charges. It is because each vehicle has to pay toll charges through cash or credit card or wallet means, but this takes ample time. It is also observed many people resist to pay toll charges because of many reasons like more toll time, long queue on toll plaza. Further long Queue of traffic cause of pollution, burning of fuel which is concern of each Government. Further, reconciliation of amount received by the Toll Plaza as many of the time persons keep money in their pocket. Further Toll Plaza works on principal of Public Private Partnership (PPT) model concept. According they need to recover road building and maintenance cost from Public. As received payment by Toll Plaza charges not booked in ledger for more profit reasons which may be directly loss to the Government and to public who paid the toll charges but not booked toward cost of and maintenance of Road.

The present invention disclosed and claimed herein provides solution using GPS bases solution on real time basis by identifying the vehicles, who are in geographical location of the Toll Plaza which is chargeable and, will alert the driver of vehicles that they are in payment chargeable zone with mention of rules and amount chargeable in those geographical zones. The device and system will also display the geographical area, which is chargeable. The device and system will automatically deduct the chargeable amount as per rules and regulation and will convey detailed message and receipts to device of vehicle and at Point of Sale (POS) terminal of respective Toll Plaza.

Further, Toll Plaza presently charging amount in slab basis according to Toll Plaza booth located on the highways. The present invention can provide solution on the basis of actual kilometer travelled by vehicle on toll highways and charge accordingly.

Further, present system will reduce the man power required at Toll Plaza as the device and system will automatically detect the payment from linked wallet account.

Further, by using GPS based solution, the RFID based payment collection system will be secondary option to collect the payment. It is noted RFID system takes time and many times hand held device needs to scan RFID tag placed on vehicle wind screen. The present disclosure can be integrating with the existing RFID based payment collection system from the vehicle.

Further, there is always fear in vehicle owners that any person duplicate RFID handheld device can debit the amount simply scanning RFID tags put on the vehicles.

AIRPORT AUTHORITY

At the airport commercial, non-commercial vehicle visit in enormous numbers. Just to create revenue, Airport authority charges the fee from vehicles. Fee structure is on the basis of time spent on the vehicle in particular rea and depend on type of vehicles. The device according to the present disclosure has all information about of vehicle. To collect the charges and issuance of payment receipt takes time and become cause of long “Queue” at entry and exit, which can be seen in our daily practical life in Airports in India.

The Airport authority charges time according to wait time at pickup and drop area. Even certain free time in minutes is available to pick and drop the passenger. The same is calculated entry time and exit time in the Pick and drop area. On the basis of presence of vehicle on the basis and using of GLS location of vehicle, the vehicle presence time in that marked area can be assessed and calculate to issue ticket amount.

The present invention disclosed and claimed herein provides using GPS bases solution on real time basis by identifying the vehicles, who are in geographical location of the airport authorities which is chargeable and, will alert the driver of vehicles that they are in payment chargeable zone with mention of rules and amount chargeable in that geographical zone. The device and system will also display the geographical area, which is chargeable.

SOUND POLLUTION, OVER HONKING

Another problem associated with the vehicles is unnecessary honking. Many drivers are impatience and honking unnecessarily and unwanted horns. Like on traffic signals, drivers know light signal is red but few drivers keep on hoking. Similarly in traffic jam situation, most of the divers keep blowing horns, even they know horn is not going to resolve the problem of horn.

Further, many areas are notified as silence zone or no Honking Zone. These areas may be VIP area, Courts, Schools, religious places or like that. But vehicle driver not bother and care for this instruction even clearly mentioned on sign board. Even many places it is mentioned fine amount for honking in silence or no honking zone. But there is no mechanism to catch hold those vehicles who are offending horn related rules by the traffic police.

The present invention disclosed and claims herein provides solution using GPS bases solution on real time basis by identifying the vehicles, who are in horn prohibited geographical location, will alert the driver of vehicles that they are in no honking zone or restricted number of horns in those geographical zones. If still driver buzz the horns, the device and system will generate ticket for honking in no honking zone and debit the amount from the bank, wallet associated with the device on real time basis.

According to one of embodiement of present invention, a vehicle acoustic device/horn controlling unit (139) communicatively coupled with the horn of vehicle, said vehicle acoustic device/horn controlling unit (139) comprising:

- a processor; - a memory coupled with the processor;

- an acoustic wave sensor ( ) coupled with the processor and memory, the acoustic wave sensor ( ) configured to measure number of horns of vehicle blown and length of sound of the horn blown in a day;

- communication means wire or wirelessly including Bluetooth;

- Input/output (I/O) ports for connections means includes connection with horns, power supply et; the vehicle acoustic device/horn controlling unit (139) is modular device and to be communicatively connected with device (102, 102A) with unique identity number (UIN) and having real-time global positioning system sensor (GPS) (132), device server, horn regulations server and the system (100); wherein said horn regulation server having predefined set of rules related to the horn in the particular geographical location/area;. wherein said horn regulation server comprising a database unit having a database with a plurality of zones, each of said plurality of zones corresponds to a plurality of predefined set of rules like no horn / honking zone, silence zone like hospitals, VIP area etc, rules related to permitted number of free horns in particular locality a day/week or month and thereafter horns are chargeable; the processor communicatively coupled to said real-time global positioning system sensor (GPS), said acoustic wave sensor and said horn regulation server, said processor configured to: a. process the information of real time geographical location of vehicle when the vehicle is in atleast one of horn prohibited zone but not limited to such as schools, hospitals, VIP, defence area and alike; b. identify the real-time location/position of the vehicle is within the horn prohibited zones by in the form of graphical display on map the horn prohibited area location with rules of horns like no horn, number of horns restricted in particular time period; c. generate alert signal or message to vehicle driver about the horn blown rules in that geographical area, the alert message can be generate by the vehicle acoustic device/horn controlling unit (139) or associated mobile phone device’s (104), the generate alert signal or message in the form of graphical display on map the horn prohibited area location ; d. wherein the vehicle acoustic device/horn controlling unit (139) to restrict, and/or to control the number of horns can blown per day by the vehicle according to the rules of regulating authority in respect of geographical zone and additional honking be chargeable, honking in silence or no-honking zone, issuance of penalty tickets be issued online on real time basis and debit of payment from the hank account linked with the device (102, 102A).

INSURANCE OF VEHICLE

Insurance of vehicles is mandatory. Each vehicle needs to be insured while driving for safeguard of passengers on the vehicle as well the persons on the road in unforeseen circumstances of accident. Accordingly, the device and system may issue alerts in advance for payment of insurance. I case of vehicle is being driven without insurance, the device can generate Tickets for penalty for driving vehicle without insurance. The necessary rules need to be frame in Law for enforcement for imposing penalty by the device itself. The insurance companies need to make dedicated server in networking with the Device server.

BANKS, FINANCE INSTITUTE, E-WALLET.

To implement the solution of all above problems associated with the vehicle, all vehicles need to have a device according to the present disclosure. The each device configured with Unique Identification Number (UIN). The authority/ RTO authority authorized to register the vehicle and keep the records of registered vehicles. The RTO authority should have a record of each devices with in the there server, wherein the details and data of vehicle stored. The RTO authority may authorize manufacturers to make device, according to the present disclosure. The RTO Authority needs to make the regulations that all device is mandatorily fitted and installed in each vehicle. All new vehicles are being registered with RTO must have compliance of device else vehicle will be registered. The RTO authority already having KYC (Know Your Customer) detail in their Server.

Further, every Vehicle owner must keep one Bank account or e-wallet linked with the Vehicle/device and keep minimum amount (say of Rs.2000) in that account/ e-wallet for associated device of present disclosure. The undertaking should be taken from vehicle owner to keep bank account/ e-wallet live and active. The Bank authorities should also be instructed to keep such minimum balance amount in hank account/ e-wallet only for associated vehicle. The necessary regulation to be made by the Road Authority (RTO).

Similarly, Highway Authorities or Public works Department needs to maintain the Server having information about Toll Plaza.

The present disclosure solution coordinates with Road and Traffic (RTO), Insurance and Highway regulatory Authorities. The RTO, Insurance, Highway, Airport authority servers and Device Servers needs to integrate. The servers synchronize the data, information regularly and timely to keep the information’s updated.

The present disclosure solution is applicable to all types of vehicles including two, three, four wheelers and vehicles with more than four wheels.

The present disclosure solution is based on plurality of different types of sensors. The system coordinates with plurality of sensors including Bluetooth, RFID, and GPS technologies.

In accordance with invention with present disclosure and one of the embodiement, a device (102,102A) for real-time location/position monitoring of vehicle and making auto payments for ticket generated for penalty, challan issued by the various regulatory authorities associated with the vehicle, said device being coupled to the vehicle, said device (102, 102A) comprising:

- a processor/processing unit (116) bearing/configured with a unique identity number (UIN);

- a memory unit (114) associated/ configured with the processor/processing unit (116);

- a real-time global positioning system sensor (GPS) (132) configured to detect and monitor the geographical / global position of the vehicle with time stamp and configured with memory unit (114) and processor/processing unit (116); - an audio recording unit (110) configured to capture the audio surrounding to the device (102, 102A) with time, location stamp and configured with the memory unit (114), and the processor/processing unit (116);

- an image capturing unit (108) configured to capture plurality of still images and videos in digital format with time and location/position stamp and configured with the memory unit (114) and the processor/processing unit (116);

- a vehicle acoustic device/horn controlling unit (139) optionally configured with the device (102, 102A), said vehicle acoustic device/horn controlling unit (139) communicatively coupled to a horn of the vehicle to count the number of horns and length of each horn and configured with device (102, 102A);

- a communication means (134) transmitter and receiver for transmitting and receiving information’s/data in form of signal, data with wire or wirelessly including Bluetooth etc. or other means;

- an I/O connecting ports (130) for connection means including input and output;

- a battery, and power supply means (128);

- said memory unit (114) configured to store the information’s/data, instructions, programming instructions and coupled with the audio recording unit, the image capturing unit (108), global positioning system sensor (GPS) (132), vehicle acoustic device/horn controlling unit (139), data related to horn blow etc. and configures/integrated with the processor/processing unit (116);

- an audio unit (123) means includes like speaker to generate audio or audio messages;

- alert means (118) includes indication by way of colour lights or audio beep sound;

- a display unit (109) optionally configured and communicatively coupled to said processing unit of the device (102, 102A), and said display unit configured to display atleast video, messages, images etc;

- said processor/processing unit (116) communicatively coupled with said real-time positioning sensor (GPS), memory unit (114), vehicle acoustic device/horn controlling unit (139), said processing unit (116) configured to: o receive information/data of said detected positions/location of the vehicle; o receive information/data of images and videos captured by the image capturing unit (108); o receive information/data of audio recording recorded by audio recording unit

(HO); o receive the information/data of acoustic device/horn controlling unit (139) of number of horns and length of horns; o generate a control signal based on said received data’s; o wherein said device (102, 102A) generate control signal based on received plurality of information’s /data includes including atleast the unique identity number (UIN) of said device (102, 102 A) and position/location information/data of the vehicle and may include audio and video, number of horns and length of each horns buzz, the control signal may include at-least one of data of location/position of vehicle and unique identity number (UIN) for communication to/with a device server (120); and o wherein said device (102, 102 A) acts as an interface unit between the plurality of regulatory authorities associated with vehicle, Point of Sales (POS) of regulatory authorities, vehicle owners and bank/ e-wallets associated with device (102, 102A) of vehicle or owner of vehicle, mobile phone device’s (104) of owner of vehicle to generate ticket for penalty, challan and receive amount of penalty, challan of tickets on the basis of a Alert signal, Permit signal generate by device server (120) on real time basis by debiting from the linked bank account/ e-wallet, and issuance of e-receipt online real-time basis on the basis of geographical location/position of vehicle and associated rules of regulatory authorities and the provision to debit the payment later on through the electronic means in case payment failure either due to insufficient fund balance or technical snag in the system (100) including device (102, 102 A) communication system.

The various regulatory authorities associated with vehicle includes but not limited to these are Road Transport/tax offices (RTO), Highway Authorities, Toll plazas, Public works departments (PWD), Airport authorities, Municipal Corporations, Railway, Banks, and finance institute etc.

The Alert signal, Permit signal includes indicating the status of the vehicle, the status of vehicle may include at-least paid or unpaid challans of traffic rules violating, pending toll tax, vehicle not insured, pollution certificate not obtained, vehicle fitness not renewed, driving licence expired or not renewed etc, wherein the permit signal having information’s in a form of text, image, video and audio etc.

The audio unit and display means further configured to play the information’s contained in the Alert signal, and Permit signal received from said device server (120).

The device (102, 102A) with unique identity number (UIN) configured with atleast with one of details registered vehicle number, engine number, type of vehicle i.e. commercial or private, vehicle owner details including address, vehicle owner mobile phone device’s (104) details, details of RTO office where vehicle registered..

The plurality of regulating authorities on the basis of information’ s associated with the vehicles having unpaid ticket, penalty, challan’s in a device server (120) can trace and caught those vehicles on the basis of device (102, 102A) real time location/position and collect the unpaid challans, tickets, penalties amount associated with the unique identity number (UIN) of device (102, 102 A) of the vehicle.

The device (102, 102 A) is generating alerts by display or alert means of device (102,102A) or through the associated mobile phone device’s (104) and keep sending alert messages for upkeeping scheduled payment or pending payment of various regulatory authorities associated to the vehicles.

According to one of the embodiement of the present disclosure a system (100) for real-time monitoring the position/location of vehicle and collection of ticket, penalty, challan’s amount regulated by the various regulatory authorities, said system (100) comprising:

- a device (102, 102 A) with a unique identity number (UIN) coupled with a vehicle for real-time vehicle position monitoring and recording, said device (102, 102A) configured to generate a control signal based along with a unique identity number (UIN) configured with processor/processing unit (116) of the device (102, 102A);

- a device server (120 ) includes atleast a memory unit (114), a processing unit (116), and control unit module (116A) configured therein, wherein said device (102,102A) connected with device server (120) through communication means, the control unit module (116A) configured to process the information’s received in the control signal from said device (102, 102A);

- a plurality of database units stored in the memory unit (114);

- a communication means for transmitting, receiving information’s/data, wherein communication means wire or wireless communication and includes internet, Wi-Fi, Bluetooth.;

- a mobile phone device’s (104) communicatively coupled with the system (100) through the mobile service provider, the m mobile phone device’s (104) has user interface to connect with the system (100) and device (102, 102A);

- a plurality of servers (500,600,700,800) of respective regulatory authorities connected through communication means with the device server (120) and respective Point of Sales (POS) device, wherein predetermined set of rules stored in the servers with respect to the geographical locations of various regulatory authorities associated;

- a server related to payment collect system through RFID (radio-frequency identification) tag (115) means;

- said device server (120) configured to: oreceive said generated control signals by the device (102, 102A); o process said received control signals by the control unit module (116A) of said device server (120) on the basis of geographical location of device (102, 102A) of vehicle and invoke associated rules related to pre-defined geographical locations related to:

- payment related to penalties, challans in default like traffic rules, vehicle driving rules, or

- payments related to tickets for use of the services like vehicle parking, toll plaza, airport access etc, wherein the geographical location includes atleast but not limited to Toll plaza, Traffic Light, vehicles Parking, Airport or Police/ Traffic police/ Point of Sales(POS), Authorities patrolling vehicles to find offended vehicles in the Geography location; o generate the Alert signal by the Control unit module (116A) of the device server related to challan, ticket, penalty charges amount related to geographical locations as per the pre-defined set rules of various regulatory authorities associated with the system (100) and transmit the Alert Signal to the device (102, 102A); othe device (102, 102A) process the received Alert signal and make alert messages in form of beep or sound or display means for entering in for Point of Sales (POS) payment zones regulated by various authorities; othe control unit module (116A) further process the information received from Control Signal for auto debit of payments through the linked bank accounts/wallets, generation of payment receipt and generate Permit signal; otransmit the Permit signal to the device (102, 102A) associated with vehicle and mobile phone device’s (104) associated with the vehicle and to the point of sales ( POS) terminal; o generate online Permit signal having information of status of the vehicle, the status of vehicle includes at-least one of unpaid, penalties, challans of various regulatory authorities, paid receipts at point of sales (POS), and pending or paid tickets of various regulatory authorities including toll plaza charges, information of vehicle not insured, scheduled payments like vehicle insurance etc, information of vehicle fitness not renewed, information of vehicle owner driving licence expired or not renewed etc; and

- the device (102, 102A) processes the received permit signal and make message in form of beep sound or display means to that payment is successful or failure at the Point of Sale (POS), in case payment is successful made RFID (115) payment system disabled at that POS, in case failure make RFID (115) payment system enabled .

The plurality of database unit ( ) having: e. a first database (120-7) comprising a plurality of unique identity numbers (UIN) of a plurality of vehicles, said each unique identity number corresponds to details of vehicle registered with road vehicle transport authority like RTO, details of an owner of the vehicle, and a bank account number, mobile phone number of the owner of the vehicle; f.a second database comprising the details of the plurality of regulatory authorities associated with the device (102, 102A), vehicles and the geographical zones based on map associated with the Global position system (GPS) associated with the plurality of regulatory authorities; g. a third database comprising a predefined set of rules correspond to the regulatory authorities associated with the vehicles with respect plurality of zones including geographical zones, geographical coordinates of location/position based on map associated with the Global position system (GPS) includes but not limited to like Toll Plaza, Traffic signal, Airport, Parking, No Honking Zone, No parking zone, No Honking Zone, Speed limit etc; h. a fourth database comprising pre-defined rules related a list of penalty, challan, tickets issued and pending penalty, challan, tickets for / against unique identity number (UIN) device (102, 102A) associated with the vehicle with respect to one or more regulatory authorities; and i. a fifth database comprising rules and penalty amount for buzz a horn in no horn / honking zone, silence zone like hospitals, VIP area etc with geographical location map defined on Global position system; j.a sixth database is associated with the database through server of RFID tag based technology like Fast Tag. wherein above plurality of databases are being auto updated in the device server (120) by networking of servers of different authorities associated with the device server (120).

The system (100) wherein plurality of regulatory authorities includes but not limited to Regional/Road Transport Office (RTO), Traffic Police, Highway Police, Toll Plaza, Airport authority, Highway regulatory authority, Municipal Corporation, Railway Banks, Finance institute, e- wallet, pollution Control and Insurance companies etc .

The system (100) wherein said penalty, challan includes to violation of traffic rules, horn buzzer rules etc and tickets includes taxes/service charges related to Toll Plaza, car parking, airport access, vehicle insurance, car fitness, pollution certificate of the vehicle etc.

The system (100) can work with coordination with the existing techniques used for vehicle monitoring like camera to identify vehicle number for over-speeding, traffic light violation, wrong lane driving, RFID (115) based fast tag for toll collection by identifying vehicle number associated with the fast tag in sequence order so that due payments can be received by any one of means in particular sequence s per predefined rules.

The present disclosure provides solution having a system 100 includes device 102 mounted on vehicle having various sensors 112. The Servers of different authorities including RTO Authority 126, Insurance Authority 140, Highway Regulatory Authorities 138, Airport Authority and Geographical information data server 142 with Map image are associated and configured with device 102 A.

According to the present disclosure, new type of Infrared wave based transmitter signal may be fitted on Road or along with at Road signal poles. These transmitters will coordinate with device 102102A by networking means for traffic light signals condition to know the vehicle followed the traffic light signals or not.

Existing Solution of RFID tag-based Sensors, speed measuring devices on the road, Traffic signal sensors, and Vehicle number identifying Camera will also work in coordination with the present or existing solution.

The system 100 works with different Algorithms to works in coordination with system including devices, sensors, Server etc.

The system 100 in accordance with the present disclosure with different means of technology solution able to perform the following functions:

1. Monitoring of Vehicle Speed on the basis of GPS data by the device 102, 102 A configured within vehicle.

2. Location of Vehicle on the basis of GPS data by the device 102 configured within vehicle.

3. Communicating and networking with the device 102, 102 A with plurality of servers (120, 126, 136. 138, 140, 142...) and plurality of users by Internet service provider tool like SIM Card or without SIM card the device configured within vehicle.

4. The capture of still photo and video by the Camera sensor 108 in a device 102,102A configured within vehicle. The Recording of Audio by means of MIC 110 configured with device 102, 102 A fitted within vehicle.

5. Bluetooth and Wi-Fi pairing devices 134 configured with device 102,102A fitted within vehicle.

6. The device 120A configured with unique Identification number (UIN) and device is networking with Device server and different servers including bank or financial wallet in networking with device server.

7. The acoustic device/horn controlling unit (139) of system 100 able to monitor and control the number of Horns and length of horns buzzed per day. 8. The system 100 able to raise alert in case of violation of Traffic Rules. The system 100 able to get generate ticket of challan / penalty/ service charges according to rules defined by the regulatory authorities. The device and system 100 able to pay auto Toll plaza charges while moving.

9. The system 100 shall provide and share Vehicle driving driver 120A info to the user / owner of vehicle.

10. The system 100 shall provide alerts features like alerts to driver for wrong driving, alert to near dear and family members.

11. The system 100 will able to generate alerts are being generated by Server on the basis of information, data being send to different servers and alerts are being communicated to driver through the Device and to the interface App.

12. The system 100 includes central depository for storing and updating of Regulatory rules of various authorities.

13. The system 100 includes coordination of challan/ penalty/ traffic rules violation tickets/ Toll Plaza charges tickets issued by various authorities on basis of vehicle number plate, RFID tag, GPS tracker unit, Horn Controlling unit.

14. The system 100 includes features for fine for wrong lane driving, higher numbers of Horn per days, Over speeding, No parking zone, Low speeding, No Honking zone as per the Regulatory rules.

15. The system 100 includes Toll Plaza recognizing on GPS based auto Toll challan ticket issuance and auto debit of Toll Plaza charges feature and credit to Toll Plaza account. The system 100 includes features capture of image at the Toll Plaza and the cameras at Toll Plaza may be linked to vehicle GPS position and trigger the photo capture once vehicle enters/crosses the Toll Plaza. According to present disclosure no need of RFID sensor devices on the Toll Plaza/ Booth.

16. The system 100 includes storing of Recorded video, audio images, GPS locations, travel, and vehicle movement data on the device server and access to registered used anytime.

17. The system 100 includes atleast one SOS BUTTON 124 in case of emergency. On trigger of SOS button alert message be sent to the registered mobile number or Police and images, video and audio data be sent to the listed contact person in emergency situation.

18. The system 100 includes Interface 106 means The interface 106 includes application software with predefined code. The Interface 106 may be on mobile devices, web or other means. The interface means any module may be able to communicate with device, and various servers.

19. The system 100 includes features like association of Banks, e-Wallet, Credit Card, Bank account etc. are mapped with device.

20. The system 100 includes device installed in-vehicle and having of various sensors 112 which monitor various parameters associated with the vehicle and stores the values of monitored associated parameter in a storage device.

21. The system 100 includes features so that the various authority identifies the vehicles who have issued tickets but not paid the ticket amount to authorities. The sensors may be places at various important places wherein every vehicle visit like Shopping mall, tourist places, Toll Plaza across the cities. The vehicle number or RFID tag of each vehicle may be scanned at important places and device server may identify those vehicles who violated the traffic rule in past and ticket has been generated. In other way the patrolling police may get the details of vehicle who are offenders in not paying ticket amounts or other words outstanding payments in vicinity of them. The patrolling police can trace and hold them to collect the outstanding dues. Accordingly, those vehicles can be easily identified who are running on road even having challan/ ticket pending for payment. Accordingly, the problem with the presents systems is solved by avoiding manual verification by the cop to identify the vehicles violated traffic rules and had not paid challan.

Referring to Figure 1, the system 100 for monitoring the vehicle and traffic violation detection for a vehicle comprise a device 102,102A removable mounted in a vehicle and an interactive application/tool 106 installable in an mobile phone device 104 associated with a user. The user may be an owner of the vehicle or a driver of the vehicle.

The vehicle mounted device 102, 102 A to be associated with a unique identifier and comprise a device which is having at least one image capturing unit (108) , an audio recording unit (110) , audio unit (123) , a plurality of sensors 112a-n, a memory unit 114, a processing unit 116, and an alerting unit 118, a global positioning system (GPS) Sensor 132, and a communication means 134. The device includes an acoustic device/ Horn Controlling Unit (139) .

The image capturing unit 108 is a video, photo camera and to be configured to capture real-time video, photos of scenes outside and inside the vehicle, and may be further configured to generate video streams based on the captured video. The video camera may be selected from the group consisting of, but not limited to, a still camera, a digital camera, a high-speed camera, an infrared camera, and the like. The image capturing unit 108 preferably wide field camera.

The audio recording unit 110 to be configured to record surrounding sounds and to be further configured to generate audio streams.

The sensors 112a-n to be configured to sense a plurality of parameters associated with the vehicle in real-time, and be further configured to generate sensor data based on the sensed parameters. The sensors include, but are not limited to, a vibration sensor, a g-force sensor (accelerometer), a GPS sensor, a magnetometer sensor, a sound sensor, a color sensor, an infrared sensor, a temperature sensor, and the like. Accordingly, the sensor data on the basis of sensors includes vibration level experienced by the device, acceleration of car, speed of vehicle, location data of vehicle, vehicle motion data, temperature inside the vehicle, and the like.

In one of the embodiement, the memory unit 114 of a device 102,102A to be configured to store plurality of lookup tables.

A first lookup table may be having map data comprising maps of a plurality of geographical zones and traffic regulations rules associated with each of the geographical zones. Predefined parameter may be as per the regulatory authorities and may be following.

A second lookup table may be having a list of the parameters and threshold values associated with each of the parameters. Predefined parameter may be as per the regulatory authorities and may be following. A third lookup table may be having a detail of vehicle related information with the RTO authority. The vehicle related information may include vehicle insurance information, vehicle fitness information, vehicle owner information, vehicle registration information, vehicle type like heavy or Light vehicle, Vehicle registered as commercial or personal use purpose information, vehicle driver information, and vehicle maintenance and service information. Predefined parameter may be as per the regulatory authorities and may be following.

Fourth Lookup table may be having information’s of Toll Plazas at the road / highway maintained by different authorities. The lookup tables have different predefined parameters. Predefined parameter may be as per the regulatory authorities and may be following. The parameter is name of Toll Plaza, Location and address of Toll Plaza. Toll plaza charges for different type of Vehicles.

Fifth Lookup table may be having information’s of insurance authorities. The lookup tables have different predefined parameters. Predefined parameter may be as per the regulatory authorities and may be following.

Sixth Lookup table may be having information’s of Pollution certificate issuing authority. The lookup tables have different predefined parameters. Predefined parameter may be as per the regulatory authorities and may be following.

Seventh Lookup table may be having information’s of Airports and Airport Authority. The lookup tables have different predefined parameters. Predefined parameter may be as per the regulatory authorities and may be following.

The processor/ processing unit 116 of the device 102,102A to be configured to receive the sensor data from the sensors 112a-n, and to be further configured to receive the real-time video and audio streams. Based on the received sensor data and audio/video streams, the processing unit 116 may be further configured to:

• identify geographical zone of the vehicle on the basis of information / data of retrieved from the maps from the location data;

• cooperate with the memory unit 114 to process the received video streams based on traffic regulations associated with the identified geographical zone to detect the vehicle position and identify vehicle driving on wrong lane and a violation of traffic rule(s);

• identify speed of the vehicle and the vehicle is running over speed than the speed prescribed on that geographical zone by the regulatory authority;

• configured with the Toll Plaza position and location and retrieve information if the vehicle crossing the Toll Plaza;

• Compare the sensor data with the threshold values to detect a vehicle position and a violation of traffic rule(s).

Using the sensors data and the camera data, the processor/processing unit 116 to be capable of detecting unsafe conditions such as sudden increase in acceleration of vehicle, increase in temperature inside the vehicle, probability of occurrence of an accident and the like. The processor/processing unit 116 may be further capable of detecting violation of traffic rules such as over-speeding, under speeding, braking of traffic signal, wrong lane driving, honking in silent zones, crossed the honking limit per day set by regulatory authority, crossed the long honking limit per day set by regulatory authority, parking in no parking zone, driving while talking on mobile phone and the like.

In an embodiment, the vehicle mounted device 102,102A to be communicatively coupled to device server 120. The device server 120 having Memory 302, Processor 304 and rules 306 related to device 102 stored in memory 302. The device Server 120 used to store the device information 308; information’s captured by the device 102 to be stored in the memory 302 of the device Server 120. The device Server 120 in communication with servers of regulatory authorities including Bank Server 136, RTO server 126, Highway regulatory authority server 138, insurance server 140, Geographical information data server 142 and Interface device/application 106 on mobile devices 104. The Interface device 106 can be access by the user of drive and other users who are authorized to access the device related information 308.

In an embodiment, the vehicle mounted device 102 to be communicatively coupled to regional transport office’s servers (RTOS) 126 through the device server and may obtain traffic regulations rules 406 associated with the regional geographical zones from the RTO servers 126. The traffic regulations 204 rules to/may be stored in the memory 114 of the device 102 and to be regularly synchronized and updated in coordination with the RTO servers 126.

The alerting unit 118 may be configured to cooperate with the memory 114 and the processor/processing unit 116 to automatically generate tickets for challan / penalty/ traffic rules violation / Toll Plaza charges and alerts upon detection of violation of traffic rules 406, and may be further configured to generate notifications based on the vehicle information for ensuring regular maintenance, insurance and servicing of the vehicle.

In an embodiment, the vehicle-mounted device 102,102A includes a display means/display unit 109 for facilitating viewing of the generated notifications about tickets related to challan/ penalty/ traffic rules violation / Toll Plaza charges and Audio means to generate voice/audio alerts.

Advantageously, the device 102,102A may include an audio/visual alerting means 122 such as an audio alarm, LED indicators, buzzer, and the like, to provide the generated alerts to the driver of the vehicle.

In an embodiment, the application 106 may be hosted by the device server 120. The vehicle mounted device 102,102A to be communicatively coupled to the device server 120 via a communication interface, and may be configured to send the generated video streams, sensor data, challan/ penalty/ traffic rules violation tickets/ Toll Plaza charges, alerts, and notifications to the device server 120 to facilitate real time remote viewing of said audio/video streams, sensor data, challan/ penalty/ traffic rules violation ticket/ Toll Plaza charges / Toll Plaza charges tickets, alerts, and notifications on the electronic device via said application 106. The communication interface may be a wireless communication interface supporting at least one communication technique from ZIGBEE, WI-FI, GPRS, GSM, VOLTE and Bluetooth.

Advantageously, audio/video streams, sensor data, challan, alerts, and notifications video streams, sensor data, challan/ penalty/ traffic rules violation tickets/ Toll Plaza charges, alerts, and notifications details may be stored in the device server 120 for facilitating retrieval or viewing of the same at a later point.

In an embodiment, the device server 120 may be configured to send data to users based on their requirement. For example, the server 120 may be configured to send challan / penalty/ traffic rules violation tickets/ Toll Plaza charges tickets, notifications, alerts, and audio/video streams to the application 106 of the owner of the vehicle in one embodiment. In another embodiment, the device server 120 may be configured to send accident alerts to the application 106 of the police personnel’s so that necessary action can be taken.

Advantageously, the application/tool 106 may include a payment module configured to facilitate the driver/owner to make challan/ penalty/ traffic rules violation tickets/ Toll Plaza charges payment.

In an embodiment, the device 102 may be configured with RFID tag 115 to store at least one of the vehicles related information and the unique device identifier and placed on the windshield of the vehicle. The toll collecting personnel may scan the RFID tag 115 to extract vehicle related information and unique device identifier (UIN). The payment module may be configured to facilitate the driver/owner to make toll payments based on the location data of the vehicle.

Advantageously, the vehicle mounted device 102,102A may include one or more of an SD cards, GPS, a subscriber identity module (SIM) card. The device 102 may further include an emergency button 124 which when pressed by a person causes the device 102 to automatically initiate an emergency call to a pre-stored emergency contact details through SMS, WhatsApp or other means.

The memory unit 114 to be configured to store a set of pre-determined rules pertaining to violation detection and safety monitoring. The memory unit 114 may include any computer-readable medium known in the art including, for example, a volatile memory, such as static random-access memory (SRAM) and dynamic random-access memory (DRAM), and/or a non-volatile memory, such as read only memory (ROM), erasable programmable ROM, flash memories, hard disks, optical disks, and magnetic tapes, and/or a cloud-based storage (cloud storage).

The processor/processing unit 116 and the alerting unit 118 may be implemented using one or more processor(s). The processors to be configured to cooperate with the memory unit 114 to receive and process the pre-determined rules to obtain a set of operating commands. The processors may include one or more of microprocessors, microcomputers, microcontrollers, digital signal processors, central processing units, state machines, logic circuitries, and/or any device that may be configured to fetch and execute the set of predetermined rules stored in the memory unit 114.

Advantageously, the processor/processing unit 116 may be configured to employ at least one of artificial intelligence, machine learning, natural language processing, and image recognition techniques to generate the notifications, challan/ penalty/ traffic rules violation tickets/ Toll Plaza charges , and alerts.

The image capturing unit 108 may be mounted on or in the vicinity of at least one of a windshields of a vehicle, a rear- view mirror of the vehicle, and a dashboard of the vehicle.

In an embodiment, the processing unit 116 may include a location identifier, a crawler and extractor, an image processing module, a first comparator, and a second comparator. The location identifier may be configured to identify the geographical zone of the vehicle on at least one of the maps from the location data. The crawler and extractor unit may be configured to crawl through the first lookup table to extract traffic regulations associated with the identified geographical zone of the vehicle. The image processing module may be configured to process the image data based on the extracted traffic regulations to generate a first pattern. In an embodiment, the image processing module may be configured to employ image recognition and object recognition techniques. The first comparator may be configured to compare the generated first pattern with a pre-determined pattern to identify violation of traffic rules. The second comparator may be configured to compare the received sensor data with the threshold values to detect the unsafe condition and violation of traffic rules by a driver of the vehicle.

The device 102,102A may be powered by means of a battery, power supply means 128. The battery 128 may be a rechargeable or a non-rechargeable battery.

Advantageously, the device 102,102A includes an I/O port 130 for facilitating users to send data to or receive data from the device 102. The I/O port 130 may be a USB port.

The present disclosure also envisages a method for detecting traffic violation and monitoring vehicle safety.

METHOD

A method for real-time monitoring the position/location of vehicle and collection of ticket, penalty, challan’s amount regulated by the various regulatory authorities through a system (100), said method comprising: detecting real-time position of the vehicle, by a real-time global positioning system sensor (GPS) (132) fitted in a device (102, 102A) having unique identity number (UIN); if the vehicle is in any point of Sale (POS) in geographical area defined by various regulatory authorities associated with the system (100), like in Toll Plaza, the device (102, 102A) will generating a control signal by the processing unit of the device (102, 102A), the control signal having information related to the device (102, 102 A) of vehicle with reference to received real-time geographical position of the vehicle in a Point of Sale (POS); transmitting the Control signal by communication means to a device server (120) the control unit module (116A) of the device server (120) will process the information of the received Control signal on the basis of pre-defined rules stored in the device server related to that geographical location area and coordinating with respective the servers of various regulatory authorities associated with the system (100); after processing the information by the control unit module (116A), the device server (120) will generate and send Alert Signal to the device (102, 102A) and to the Point of Sale (POS) at the geography location of vehicle having data/information about the type and amount of calculate tickets, Challan, penalty; the device (102, 102 A) will receive the alert signal and generate alert by alert means to driver of vehicle; the device server (120) further processes the information and calculate penalty, challan and tickets amount on the basis of pre-defined rules of with respect to the point of sale (POS) of the geographical location of the respective associated regulatory authority; the device server (120) will further process the information of penalty, challan and tickets amount and communicate with bank/ e-wallet linked and associated with the device (102, 102 A) and will auto debit the amount through the electronic means; the device server (120) will generate the receipt of successful payment as per pre defined rules of the associated regulatory authority. the device server (120) generates and transmit the permit signal communication means to the device (102, 102A), mobile phone device’s (104) associated with device (102, 102A), Point of sale of the respective authority of geography location where vehicle located/positioned, the permit signal contains the information about payment information successful or failed; the concerned Point of sale authorized person or system (100) will take appropriate action as pre-defined rules as per information contained in the permit signal;

The permit signal may contain the status of the vehicle based on information stored in the device server (120) wherein status of vehicle includes at-least paid or unpaid challans of traffic rules violating, pending toll tax, vehicle not insured, pollution certificate not obtained, vehicle fitness not renewed, driving license expired or not renewed etc. of the various authority, wherein the permit signal having information’s in form of text, image, video and audio etc.

The device (102, 102A) can function for making the payment in coordination with existing technologies like RFID tags (115) based technology by predefined rules like in following steps:

- the device server (120) will generate alert and process the payment on the basis of device based on Geographical location of vehicle, if payment successful, the device server (120) will not process the payment through RFID tag (115), in case payment through the present device (102, 102A) the device server (120) will allows RFID tag (115) system to process the payment.

The method according to present disclosure wherein said device (102, 102A) can function for making the payment in coordination with existing technologies like car number plate photo detecting technology by predefined rules like in following steps: the device server (120) will coordinate the server wherein the ticket, challans, penalty had been generated on the basis of vehicle number plate of vehicles and process stored information of the vehicle number information with the associated device (102, 102A) and auto debit the payment. The method wherein on the basis of status of vehicle information stored in device server (120), the patrolling teams of said plurality of regulatory authorities may obtain the of status of vehicles in near vicinity area like tolls, Malls, etc. who are offender and not paid penalty, challan, tickets or pending any payments related to penalty, challan, tickets, trace and hold the vehicles and collect the amount of unpaid challan, penalties and ticket or confiscate the vehicle.

The method wherein the respective regulatory authority can put interface system in an interface vehicle connected with the device server (120) and by parking mobile van at important places like malls, railways stations, temple and market place and trace and identify such vehicle in near vicinity who have outstanding penalty, challan, tickets by statue of vehicle from the device server (120), to recover the unpaid challan, penalties and tickets amount.

A system (100) or device (102, 102 A) or method wherein pre-defined set of rules includes but not limited to ticket, challan, penalty amount etc with respect to respective to point of sales of geographical locations, or geography location.

At step 802, providing a safety monitoring and violation detection device 102,102A on a plurality of vehicles, wherein each device 102 configured with a unique identifier/unique identity number (UIN);

At step 804, capturing, by a image capturing unit/camera 108 of said device 102,102A, real-time video of scenes outside and inside the vehicle;

At step 818, receiving, by a processor/processing unit 116 of the devicel02A 102, the sensor data from the sensors 112a-n and the real-time video and audio streams.

At step 820, identifying, by the processor/processing unit 116 geographical zone of the vehicle on at least one of the maps from the received location data;

At step 822, cooperating, by the processor/processing unit 116, with the memory unit 114 to process the received video streams based on traffic regulations associated with the identified geographical zone to detect an unsafe vehicle condition or a violation of traffic rule(s);

At step 824, comparing, by the processing unit the received sensor data with the threshold values to detect an unsafe vehicle condition and a violation of traffic rule(s);

At step 826, generating automatically, by an alerting unit 118 of the device 102,102A, challan / penalty/ traffic rules violation tickets/ Toll Plaza charges and alerts upon detection of violation of traffic rules; and

At step 828, generating, by the alerting unit, notifications based on the vehicle information for ensuring regular maintenance, insurance and servicing of the vehicle.

TECHNICAL ADVANCES

The present disclosure described herein above has several technical advantages including, but not limited to, the realization of a device and system for vehicle monitoring and enforcement of rules associated with vehicle by the different authorities . The device and system:

• can detect vehicles who are rules violators and issue tickets challan/penalties automatically;

• can generate tickets for challan/ penalty/ traffic rules violation ticket/ Toll Plaza service charges etc. automatically on real time basis;

• allows offenders to receive challan/violation tickets using their electronic devices, thereby saving time and efforts of the cops;

• eliminates the need of installing cameras on every road segment for vehicle speed monitoring purpose;

• need less manpower for implementing rules related to various regulatory authorities.

• facilitates instant auto online payment of tickets issued towards challan/ penalty/ traffic rules violation / Toll Plaza charges;

• less waiting time at Toll plaza, so saving of fuel.

• notifies the driver about maintenance and servicing requirements.
