The present invention comprises: an acquisition part (611) that acquires sensing data expressing a condition of a driver from a monitoring sensor (7) for monitoring the condition of the driver; a determination part (612) that, on the basis of the sensing data, determines the driver's level of concentration on driving; and a reporting control part (613) that, if the level of concentration is determined to satisfy a first determination criterion, provides control so as to cause a reporting part (8, 9) to report, before switching is performed, that a driving mode will switch to an automatic driving mode, and if the level of concentration is determined not to satisfy the first determination criterion, provides control so as to cause the reporting part not to report the switching during the period until switching is performed.
