Abstract:
The present invention suppresses a decrease in communication quality of a service link (SL) due to a localized propagation loss increasing section in a wireless propagation path of a feeder link (FL) between an aerial floating type communication relay device and a gateway (GW) station. When a localized propagation loss increasing section has occurred in a wireless propagation path of a feeder link between a gateway station and a communication relay device, or when the occurrence of such a propagation loss increasing section is predicted, the communication relay device is moved to a position at which deterioration in the communication quality due to the propagation loss increasing section in the wireless propagation path of the feeder link can be suppressed or avoided.
