Disclosed is a fly ash recycling treatment device, comprising a first-stage rotary kiln (1), a second-stage rotary kiln (2), a crystallization device (3) and a waste gas treatment device (4), wherein the first-stage rotary kiln (1) and the second-stage rotary kiln (2) are each provided with an exhaust port (1.1, 2.2) and a discharge port (1.2) at the tail portion thereof; the exhaust port (1.1) of the first-stage rotary kiln is in communication with the waste gas treatment device (4); the discharge port (1.2) of the first-stage rotary kiln is in communication with a feed port (2.1) of the second-stage rotary kiln; and the exhaust port (2.2) of the second-stage rotary kiln is in communication with the crystallization device (3). By means of the device, chlorine salts and a small amount of a heavy metal are separated from light-weight fly ash by means of a two-stage combustion process, and the chlorine salts and the small amount of the heavy metal can be treated by means of a subsequent process in a later period and then used as industrial salts, thereby greatly reducing the amount of secondary pollutants generated.
