A frame, a bogie, and a rail vehicle. The frame (20) comprises two side beams (21) oppositely disposed, and a cross beam (22) connecting the two side beams (21). The cross beam (22) comprises a main body portion used to connect to a traction device, and connecting portions used to hingedly-connect to the side beams (21). The connecting portions are arranged at two ends of the main body portion. In a direction extending away from the main body portion, the width of the connecting portion gradually decreases. An end of the connecting portion located away from the main body portion is movably connected to the side beam (21). Two ends of the cross beam (22) are movably connected to the two side beams (21), such that certain displacement between the cross beam (22) and the side beams (21) can be generated and the frame (20) can be flexible. The frame (20) can also absorb a partial amount of torsion energy, thereby improving anti-torsion performance of the bogie, allowing the rail vehicle to safely and flexibly travel through an uneven or curved road at a high speed, and improving the safety of the rail vehicle.
