A heat exchanger (10) and a gas device (100). The heat exchanger comprises a plurality of heat exchange tubes (13); a left water box (11) and a right water box (12), wherein the left water box is provided with a left water cavity, the right water box is provided with a right water cavity, the left water box is welded to the left ends of the plurality of heat exchange tubes and the left water cavity is in communication with the plurality of heat exchange tubes, the right water box is welded to the right ends of the plurality of heat exchange tubes and the right water cavity is in communication with the plurality of heat exchange tubes, and one of the left water cavity and the right water cavity is connected to a water inlet tube (20), and the other is connected to a water outlet tube (30); and a flue gas baffle (40), wherein the flue gas baffle is provided on the right side of the left water box and/or on the left side of the right water box, so as to obstruct the flue gas from continuously flowing to the left water box and the right water box.
